Papageorge 800 North Lindburg St. Louis, Missouri 63166 Dear Mr. Papageorge: I have been referred to you in connection with a problem involving Arochlor 1254, an area in which I am given to understand you have substantial experience. I represent Ernest Austin, a dairy farmer of this county, who is presently under constant threat of being cut off from sale of his milk by reason of the suspected presence of this PCB, said to be a throw-off from a coating of two existing silos. A number of supervisory agencies, including the Food and Drug Administration, are monitoring his milk output at this time. The silo company which constructed the two silos is, we understand, no longer in business. We must therefore call on Monsanto for help. Mr. Austin has been required to construct a new silo with a plaster innercoat but would, of course, want to salvage the capital investment in the silos which he already has. A number of suggestions have been made, including sandblasting of the interior with a new plaster finish or, alternatively, with an epoxy finish. We wonder if Monsanto has assumed the responsibility for corrective action in these cases or if, through your office, a cure or correction has come about that would protect a person in Mr. Austin's position from further loss.
