This visit was made to audit the medical surveillance program for lead exposed workers. Noise in the workplace was also reviewed.
The initial audit for lead was made 85 02 22 OHB File No. 85 A 073 NOB by Mrs. A. Shaw, Nursing Consultant.
The present medical surveillance program for lead needs to be upgraded to meet the requirements of the Regulation respecting Lead.
Asbestos has been deleted from the plant since August 1985. Medical surveillance for previous asbestos exposed workers is in place, and is to continue until 1995.
Advice given to Management, Joint Health and Safety Committee and IHSB.

General Information:
(1) There are approximately 132 employees at this location, with 52 in the production area.
(2) Pre-employment medical examinations are carried out on all the company employees. Clinical tests such as baseline audiograms, pulmonary function tests and chest x-rays are included in the initial medicals.
(3) The medical surveillance program for lead consists of 13 workers* 3 are exposed to the raw material/end product (warehouse, shipping area)? 2 are involved in he lead mixing operations and the other workers are located in the immediate surrounding area.
(4) Asbestos is no longer present in the workplace as of August, 1985. Medical surveillance for the 13 workers previously exposed to asbestos is to continue for ten (10) years, until 1995.
Those 13 workers are presently the same workers referred to in the lead control program.
Comments;
(1) The Code for Medical Surveillance under the Regulation respecting Lead was discussed under the following headings;
- pre-employment and pre-placement medical examinations
- periodic medical examinations - clinical tests, - health education, and - record keeping
(2) The components of the medical surveillance program are outlined in the written lead control program.
(3) The initial medical and occupational history should include enquiry for previous or present exposure to lead (both occupational and non-occupational).
(4) The periodic medicals are directed to those systems affected by lead and asbestos.
(5) Provisions of Section 14 of the Lead Regulation were reviewed. Mr. Mellikow indicated that the previous air sampling survey for airborne lead was carried out about three years ago. Lead usage has decreased since the previous survey,
(6) The examining physician advises the employer of the workers fitness without disclosing to the employer the results of the examinations or tests.
(7) The MOL Occupational Health Laboratory in Weston, Ontario carries out the clinical analysis of blood lead tests.
Copies of the blood lead analysis are provided to the joint health and safety committee by the examining physician. These clinical results are maintained in a secure place by Mr. K. Dawson.

Present noise reading are above 90dB in some areas of the machine shop. Signs are posted in appropriate areas. Hearing protection (Bi-lson #5521 Ear plugs? Safeco Ear Muffs) are worn on a voluntary basis.
Plans for initiating a hearing conservation program are in the early stages of development. Mr. Mellikow indicated that approximately 35 workers are likely to be in the program.
Components of a hearing conservation program were outlined.
Advice to Management and Joint Health and Safety Committee.
(1) The records of the exposures of each worker to airborne lead must be maintained by the employer as outlined in 14(1) of the Lead Regulation.
(2) A copy of each worker's exposure records to airborne lead should be provided by the employer to the physician who examines the worker to comply with Lead Regulation, Section 14(2).
(3) Awareness of pregnant hazards should be included in the health education instruction program.
(4) Consideration should be given to establishing a hearing conservation program for workers likely to be exposed to noise levels of a 85 d B - 90 d B or greater.
Advice to IHSB:
The following orders are suggested to be issued under the Regulation respecting Lead (O. Regulation , 536/ 81 ) Section 14.
Section 14 (1) indicates that exposure records are to be developed and maintained by the employer on each worker in the lead control program.
Under Section 14(2) the employer is to provide each worker's exposure records to the physician who examines the worker.
