I have checked with several manufacturers and have found that all are grinding to thicknesses less than our drawing for 4591 which was released in 1965. The conclusion that I would draw from this is that the FMSI print (Shuler Axle) dated August 30, 1965, may have been an O.E. lining print which required a final grind after being applied to the shoe. This is based on a note which appears on the drawing stating that service lining is shown on a different drawing which we do not have. If you have any further questions do not hesitate to ask. As noted below. Regional Membership rolls in creased significantly. There was no net change in the Active Member ship roster and Licensees had a small net increase. 1. The total Active Members remained unchanged at 22. 2. Regional Members increased from 29 to 34., 3. Licensees increased from 20 to 22. ACTIVE MEMBERS While the Active Member count remained unchanged at 22, this was due to a loss of one Mend>er and the gain of another. Virginia Friction Products of Walkerton, Virginia was terminated as a Member, and its assets were sold to another party. Performance Friction Corporation of Gastonia, North Carolina joined the Institute during the year. REGIONAL MEMBERS . As noted, there was a net increase of Regional Members from 29 to 34, Our report of June 1988 understated the final Regional Member roster at 28 rather than 29, anticipating the termination of Artazcoz of Argentina which subsequently paid its Membership Dues. The net increase of 5 Regional Members in 1988-89 came about with six new Regional Members and the loss of one Regional. The six new Regional Members were: Borg Warner do Brasil, Duramax, S.A. de C.V. of Mexico, Frlctiontech, Inc. of Canada, Goshen Industries of Taiwan (approved at the June 1988 meeting), Kubota Frelos of Brazil, and Total Brake Industries of Canada (also approved at the June 1988 meeting). Just prior to the last meeting' in Monterey (in~April, 1988), the new support case from the Agency.was made available for /public comment. FMSI as a body 'did not submit additional comment (since such comment had been made in 1986). Member companies, however, did submit comment, as did the Asbestos Information Association, the Alternative-Materials In stitute, the Asbestos Institute and other Interested groups at home and abroad. .. Following these submissions in September and October, 1988, EPA advised Industry that they intended to prepare and publish a final regulation before the inauguration of President Bush on January 20 of this year. A draft, final regulation was, indeed, completed and forwarded to the President's Office of Management and Budget on December 16, 1988, for re view as required by Executive Order 12291. It has not been possible to obtain the specifics of the draft, but it has been learned that essentia lly little has changed except that timing has been altered from a ten year phase-out period to a seven year period for most commercial uses. At this writing six months-have passed and . 0MB continues to assess and evaluate the draft regulation and to conduct discussions with EPA. EPA has indicated that "considerable rewrite" will have to occur after the rule is returned from 0MB j some products have been removed from the ban, but there is no reason-to believe that friction is one of..these products. The regulators are currently advising that they anticipate a "summer re lease". A verbal update will be given at the Annual Meeting if there is a change in this uncertain situation. NESHAPS - Since last meeting, proposed rulemaking has been issued for the Asbestos NESHAP (National Emissions Standard for Hazardous Air Pollutants). It Is important to note that this la a proposal -- not a final regulation. This amendment (40 CFR Part 61) would' require control devices and fugitive emission monitoring, along with additional record keeping and reporting for asbestos manufacturing and fabricating opera tions. Hearings were held in February, 1989; substantial -.comments were received and are under advisement. It is expected that the rule will be issued in about a year. Meanwhile the provisions of Subpart M, dated April S, 1984, remain in force. . OSHA 29 CFR, Part 1910.1000 Air Contaminants - SUBPART Z - on January 19, 1989, OSHA issued final Rules and Regulations for hundreds of "air con taminants". Essentially, they removed Table Z-l (which was a frequent 9. FMSI 14047 reference for determining permissible exposure limits (PEL). They also re-published tables Z-2 and Z-3. Overall, 428 substances are listed (168 for the first time and 91 have new limits which are generally lower than the old ones). On June 19, the Office of Nanageaent and Budget approved EPA's draft final regulation on coiiercial uses of asbestos, so even as I spoke at our aeeting, the wheels were turning!! A final regulation has lade its way to EPA Administrator Reilly's desk; at this writing, he is out of the country, however. The people that work for Reilly are planning a press conference neat Thursday (July 6), but since Reilly hasn't had an opportunity to say yea or nay to this conference, there could be sole change in this. The Asbestos Information Association has not seen a copy of the regulation although it is ruiored that the National Resources Defence Council (NRDC) has seen one and is 'furious'...whatever that means. I will be in Washington on July 19 for a meeting to review the regulation, which A1A feels they will have by that time. Between now and then, however, 1 will be watching the press for any 'leaks* and will keep you posted. If this 24/FD/l fits the dimensions, do you know the thickness neiw? I'm sorry on these but I have very little real information on the foreign jobs unless the dimensions fit a print I have on hand. In the majority they are safe, reliable materials, if properly applied both by design for the intended application and by actual installation practice. "From a total quality viewpoint, however, each material or combination of materials performs at different . levels of competency. In this respect it is a mistake to judge the quality of a brake lining solely by its displayed edge code." The term "quality" is used quite freely in our industry today. Quality is a word with a variety of meanings. As most frequently used, quality is a very vague expression which implies a general excellence, but is not spe cific enough for any technical classi fication. Such usage of the term quality is common, but often leads to total con fusion. Here, we need first to look at the word quality in some of its more specific senses and second to select or isolate those definitions which apply to the subject of "Friction Codes Versus Lining Quality." Some of the specific definitions of quality are1: Quality is the degree to which a specific product satisfies the needs of a specific consumer. Quality is the degree to which a product is preferred over competitive products of equivalent grade. Quality can be the degree to which a class of product possesses potential satisfaction for the general public. Quality can be those distinguish ing features of a product: appear ance, performance, reliability, dura bility, and such. Quality is the degree to which a product conforms to a specification. In the most strict sense, only the last definition of quality can be ap plied to the edge coding, per se, of friction material. The immediate response to this statement should of course be: Why? If a particular friction material product is edge coded "FF\ doesn't this mean that it is a better quality material than a product edge coded "FE" or "ED"? For any reputable brake lining manufacturer the answer to this ques tion is unequivocally: No! To understand why the answer is no, requires a detailed evaluation of the edge coding specification, the test procedure whereby the numerical values for the friction coefficients are determined, a review of certain State brake lining statutes, and what in the opinion of brake engineers constitutes a quality lining. Legal requirement* Due to certain legal requirements, brake lining edge codes consist of three distinct parts: 1. Vendor's identification. 2. Compound identification. 3. Friction identification. Fig. 1 is a typical example. Of these three parts only the "friction identification" portion is required to be uniform. The "vendor" and "com pound identification" parts can, and do. consist of names, acronyms, num bers. alpha-numeric combinations, and such. Number 8 FMSI 14134 53 r. < L range of numerical values are: Code Coefficient Letter of Friction C Not over .15 D Over .15 but not over .25 E Over .25 but not over .35 F Over .35 but not over .45 G Over .45 but not over .55 H Over .55 Z Unclassified Note that this classification method establishes very broad ranges for the friction coefficient. The individual code levels are in increments of one tenth (.1). Assum ing that the complete domain of fric tion coefficient for most passenger car friction materials in use today is ap proximately four tenths (.4) or a range from .15 to .55, each increment is 25% of the total. It should also be observed that a material which exhibits a friction coefficient of .351 and a material exhibiting a coefficient of .450 would both be coded as "F" level although there is numerically a .099 difference on the two values. .099 is for all practical purposes .10 and with this line of reasoning it could be concluded that for any single code letter the friction coeffi cient of two different linings could vary by as much as 25% of their normal total range of coefficient and still be edge coded identically. The numerical values for the fric tion coefficient are determined from certain portions of the SAE J661a test procedure. The total SAE J661a test consists of seven parts: 1. Baseline 2. First fade 3. First recovery 4. Wear 5. Second fade 6. Second recovery 7. Baseline Only the first recovery, second fade, and second recovery curves are utilized for edge coding purposes. The SAE J661a test is conducted on a friction materials test machine. The machine (Fig. 2) is equipped with means for: 1. Measuring the drum tempera ture. 2. Heating the drum. 3. Controlling the drum heating rate. 4. Cooling the drum. 5. Controlling the drum cooling rate. 6. Measuring friction force. 7. Measuring drum rotational speed. The basics of this test are that a uniform sample size (1 sq in.) of friction material is tested under uni form loading (150 psi), uniform rub bing velocity (417 rpm), controlled temperature (heating and cooling), and the friction coefficient is meas ured as the allowable variable against drum index temperatures. The data from the SAE J661a test is normally plotted in graph format (Fig. 3). The normal friction coefficient (Fig. 4) is defined as the arithmetic average of four points on the second fade curve located at 200, 250, 300, and 400 F. The hot friction coefficient (Fig. 5) is defined as the arithmetic aver age of ten points located at 400 and 300 F on the first recovery curve; 450, 500, 550, 600, and 650 F on the second fade curve; and 500, 400, and 300 F on the second recovery curve. At this point there should be a better understanding of the friction identification code, how it is deter mined, and what the code letters mean with respect to a range of fric tion coefficient values. At no point in the SAE Recom mended Practice has there been any mention of, or reference to, the term "quality." In fact, the wording of the procedure specifically notes that it does not designate other significant characteristics of brake linings. If all of the previous statements are true and the friction coefficient sys tem is only a "uniform means of identification," then why do manu facturers of friction material even bother to code their products? Obviously a requirement is neces sary if the friction identification sys tem is to have any meaning or valid reason for existence. Such a requirement does exist and it appears in two forms, although identical in content. These two forms are the SAE J998 Recommended Practice -- Minimum Requirements for Motor Vehicle Brake Linings, and Vehicle Equipment Saftey Commis sion (V.E.S.C.) Regulation V-3 -- Minimum Requirements and Uni form Test Procedures for Motor Ve hicle Brake Linings. SAE is, of course, a technical soci ety which has no legal authority to enforce any requirements. V.E.S.C. is an organization which has official regulatory agency recognition and the V-3 Regulation has been pre viously adopted by Kentucky, Massa chusetts, New Jersey, New York, North Carolina, Rhode Island and, most recently, by Ohio, Pennsylvania, and Maryland as a legal requirement. The SAE J866a Recommended Practice for edge coding, the SAE J998 Recommended Practice for mini mum requirements for brake lining, and the V.E.S.C. V-3 Regulation for minimum requirements and uniform test procedures, are all interrelated due to their usage of the basic SAE J661a Test Procedure for data de rivation. The minimum requirements for brake lining as specified by these two procedures are: No brake lining shall be approved which: 1. Has a normal friction coefficient below that of code class E (.25). 2. Has a hot coefficient below that of class D (.15), or 3. Exhibits a coefficient of friction below .15 on any of the five tests* at any of the following points: a. Between 200 and 550 F inclu sive on the second fade run. b. Between 300 and 200 F inclu sive on the second recovery run. 4. Exhibits more than a 20% or .050 variation of coefficient of friction, whichever is greater, below the aver age value of all five tests at each temperature specified in item 3 above. Both the SAE J998 Recommended Practice and the V.E.S.C. V-3 Regu lation make specific notation regard ing the proper design application of brake lining. Linings that meet these mini mum friction requirements may not be suitable for use on all vehicles because of differences in brake de sign or application." The key phrases are: establish minimum coefficient of friction re quirements . . . may not be suitable for use on all vehicles. The wording of the V.E.S.C. V-3 Regulation is: "Approval of a brake lining as being in a specific coefficient of fric tion class does not constitute approval for the installation of that lining on all vehicles unless specifically stated. Brakes of different types require dif ferent levels of coefficient of friction which can be categorized among the levels adopted. The coefficient of fric tion classes do not substitute for the use of matched sets for particular installations." Key phrases from the text are: does not constitute approval for in stallation on all vehicles . . . brakes of different types require different levels of coefficient of friction. Note that in both the SAE J998 Recommended Practice and the V.E.S.C. V-3 Regulation there is again no reference to the term "qual ity." The only sense of quality is the conformance to a minimum specifi cation. Friction material quality What then does constitute quality in a friction material? In a very general sense, those same features that constitute quality in any product. These are in reality a combination of the first four defini tions of quality initially reviewed. They are: 1. Quality is the degree to which a specific product satisfies the needs of a specific consumer. 2. Quality is the degree to which a product is preferred over compet itive products of equivalent grade. 3. Quality is the degree to which a class of product possesses potential satisfaction for the general public. 4. Quality can be those distinguish ing features of a product such as appearance, performance, reliability, and durability. Obviously there are some distin guishing features of a quality product as outlined in the fourth definition of quality that have not been mentioned in any of the practices and require ments just reviewed. A few specific examples for brake lining are: Wear -- Would a brake lining, properly edge coded and in con formation with the minimum re quirements for friction coefficient, be considered a quality product if it re sulted in only 1000 miles of normal, in-service use? Erraticness -- Would a brake lin ing, properly edge coded and in con formance with the minimum re quirements for friction coefficient be considered a quality product if it continually exhibited variable side to side pulls of such a magnitude that would cause the driver to lose control of the vehicle? Noise -- Would a brake lining, properly edge coded and in conform ance with the minimum requirements for friction coefficient, be considered a quality product if it consistently emitted loud, highly objectionable noises at every stop? Drum/Disc Wear -- Would a brake lining, properly edge coded and in conformance with the mini mum requirements for friction co efficient, be considered a quality product if it wore out the brake drums or rotors in 500 miles of nor mal usage? Structural Integrity -- Would a brake lining, properly edge coded and in conformance with the mini mum requirements for friction co efficient, be considered a quality product if for riveted applications the material did not have sufficient tensile strength to remain safely at tached to the brake shoe under panic stop conditions? These are just a few of the char acteristics or distinguishing features of quality in a brake lining and ob viously if a friction material exhibited any one of these faults it could not be considered a quality product. We must therefore conclude that there is absolutely no relationship between friction codes alone and lining quality. The most natural extension of this discussion would be a detailed, highly technical review of those specific at tributes that constitute quality in a friction material. In this review we would analyze such quantifiable spe cifics as fade resistance, delayed fade, effectiveness, structural integrity, wear characteristics, speed sensitivity, re covery, water sensitivity, water re covery, over recovery, and the like. We would have to address brake drum and rotor metallurgy, heat transfer, vehicle design as related to cooling air flow, application of friction ma terials to particular types of brake design geometry, and such. We would of necessity have to review subjective items such as noise, morning sickness, erraticness, and sensitivity, plus an in finite variety of characteristics re sultant from the extraordinary driving habits of the motoring public who subject brake linings to operating con ditions beyond all normal use ex pectations. All of these characteristics, related functions, and conditions can and do exist. The subject is in all probability much too complex and subjective for a total review by any individual. All of these items must naturally be considered as quality or absence of quality related. Detailed reviews of these very technical and subjective items are normally discussed only between brake engineers and friction material compounders. Occasionally some very small por tion of the total scope of brake sys tems and friction materials will be isolated for review as we have at tempted to do here in evaluating the relationship of friction codes to lining quality. We can also conclude that con formance to the SAE J998 Recom mended Practice or the V.E.S.C. V-3 Regulation offers a certain degree of protection for the consumer with re spect to friction materials which are considered "substandard" in friction coefficient level and/or consistency. It should additionally be noted that in conforming to these minimum re quirements, other desirable quality features can (but not necessarily do) accrue to a friction material. There are a lot of friction materials on the market today. In the majority they are safe, reliable materials, if properly applied both by design for the intended application and by actual installation practice. From a total quality viewpoint, however, each material or combina tion of materials performs at different levels of competency. In this respect it is a mistake to judge the quality of a brake lining solely by its dis played edge code. Based on your phone request, I asked that the printer send us documentation that this 1,000 piece order had been received in Kashville. Enclosed is a copy of the carrier's shipping notice and receipt. While Tweddle Litho Company in St. Clair Shores, Michigan (our printer) was the shipper, the catalogs actually vent out of their bindery, Macke Brothers in Cincinnati, Ohio. The receipt appears to be signed by a Mike Dawson of Nutum Corporation on May 21, 1981. The order was on a skid, and I can't tell this from the notice, but I believe there were ten cartons to make up this skid, but I can't confirm that. In any event, this is the receipt that the carrier forwarded for this shipment. Nuturn should have been billed by Tweddle Litho Company, for these catalogs. In an announcement today, Nuturn Corporation (Nashville, Tennessee) stated that the purchase of Lear Siegler, Inc.'s World Bestos Division had been consummated. Included in the transaction were the World Bestos trade name and essentially all assets that had been employed in that business which was operated from New Castle, Indiana. The transaction was made for an undisclosed amount of cash. World Bestos has traditionally been a leading manufacturer of heavy duty brake friction material for both the original equipment and replace ment markets. In announcing the acquisition, Robert C. Rogers, President and Chief Executive Officer of Nuturn, was quoted as saying, "There will be no significant changes to the World Bestos product line, nor to the marketing approach that has proven so successful for the World Bestos brand." Physical operations of the World Bestos business will continue in place in New Castle, Indiana with retention of virtually all key operating personnel.
