Section I - INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 Inspector Kerri McCabe (lead), Uma Lad, and Tom McKay (for Spill Prevention Control and Countermeasure (SPCC) inspection) arrived at the RCP Production, LLC / Emodell Murphy Lease Tank Battery ("facility"), located from Highway 7 North, thence Tabor Road, off oil field lease road at 33.335917, -92.698750; at 1330 on 01/15/2026 for an announced inspection. Mr. Rod Phillips represented the facility at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. This facility was last inspected by Inspector Kerri McCabe on 03/14/2024 under the Brine Program when John Sinclair Production, LLC was the owner/operator of the facility. FACILITY DESCRIPTION EPA conducted an inspection on the RCP Production, LLC / Emodell Murphy Lease Tank Battery, which contains two (2) oil-water separators and four (4) storage tanks.

Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil-water separators, pipes and valves, and storage tanks located at the facility; see Appendix 1 (Photographs Log), Photos No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed the load lines with catchment buckets, see Photo No. 3. I observed loose oil inside the tank battery, see Photos No. 4 and No. 5. I observed the drainpipe for the tank battery with an attachment to connect to a vacuum truck, see Photo No. 6. I observed loose oil outside the tank battery from the drainpipe, see Photo No. 7. Section III - AREAS OF CONCERN EPA Region 6 inspectors Kerri McCabe, Uma Lad, and Tom McKay held a closing conference with Mr. Rod Phillips of RCP Production, LLC after the inspection. The area of concern under the SPCC rule at the time of the inspection was:
Loose oil inside and outside the facility tank battery, 40 CFR 112.9(b)(1) and 112.9(b)(2) (Photos No. 4, No. 5, and No. 7).
Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
