S-319 The regular meeting of the Executive Committee of the Manufacturing Chemists' 45Sociation of the Cnited States was held in Room A, The Chemists' Club, 52 East list 5treet, New York City, January 8, 1946, at 11s00 A.M. DERBY A formal report was not made by the President at this meeting. II. MINUTES OF MEETING The minutes of the December 11 meeting were duly approved as sent to the members. A. TREASURER'S REPORT. The report of the Treasurer for the period December 1 to December 31, 1945, was reviewed, and Cn motion, duly made and seconded, it was VOTED: That the report be accepted and placed on file. B. BUSINESS CONDITIONS REPORT NO. 74. Business Conditions Report No. 74 was reviewed. III. MCA ANNUAL MEETING Mr. Derby reported that he had completed arrangements with Skytop Lodge for our Annual Meeting on June 6 and 7 and the Executive Committee meeting on the evening of June 5. In response to a query from Mr. Charles A. Mace, Secretary of the Synthetic Organic Chemical Manufacturers Association, written to Skytop Lodge, he has been ad vised that the dates requested therein by SOCMA for their annual meeting has been allotted to the MCA. Following discussion of the prior arrangements for a joint dinner and outing with SOCMA and the limited room space at Skytop, it was decided that the -joint dinner and outing with SOCMA is not feasible this year. The Secretary was requested to verbally explain the situation, with our regrets, to Mr. Mace, and to extend to him an invitation to attend our annual meeting and evening session. The Program Committee, appointed at the September 11 Executive Committee meeting for the proposed 1945 Fall Meeting of MCA members (cancelled due to lack of hotel space), will carry over for the regular MCA Annual Meeting in June. No action was taken on the suggestion of Mr. Ingraham that his resignation be accepted as Chair man of the Program Committee because of his recent illness. CMA 066606 S-320 It was recommended to the Program Committee that consideration be given engaging an outside speaker for the morning meeting and also a speaker for the evening meeting, the former to cover one of the major problems of direct interest to the industry and the subject of the evening speaker to be on the lighter si^g Suggestions for subjects and speakers were reviewed, and the Secretary was reauest to transmit these suggestions to the Program Committee. ' /e<1 IV. MCA COMMITTEES A. MEMBERSHIP COMMITTEE'. (1) Upon .recommendation of the Manbership Com~ aittee, the application of Ohio-Apex, Inc, for membership in the MCA was duly approv for submittal to the membership. e" (2) Mr. J, W. McLaughlin submitted to the Secretary an application from th Standard Oil Company (Indiana), which after addition of a second sponsor, will be * transmitted to the Membership Committee. B. DDT COMMITTEE. The Executive Committee approved the payment of onehalf of the expenses of Mr. L. L. Hedgepeth to attend the Tri-State Conference at Portland, Oregon on January 25, 1946, in regard to the labeling of DDT formulations and subjects related thereto. C. TECHNICAL COMMITTEES. The Secretary submitted a summary report to the Committee on the pending work of the MCA Technical Committees. V. FEDERAL RESEARCH - NEW KILGORE BILL. S. 1720 A summary of the new Kilgore Bill, S. 1720, was submitted to members of the Executive Committee, and the Secretary advised this had been submitted to the Special Committee on Legislative Proposals for Federal Research for comments and a report, the latter to be submitted to the Executive Committee upon completion. VI. GOVERNMENT QUERY CONCERNING TEMPORARY VISIT TO U. S. OF GERMAN TECHNICIANS A request from Col. H. A. Kuhn regarding the attitude of the chemical in dustry on the importation of German industrial technicians for a limited period for conference with members of the chemical industry was reviewed. In the absence of information in regard to obligations of the industry end in the mechanics for making these men available to all members of the industry, no action was taken. The Secre tary was requested to keep the Committee advised of any new information or develop ments on this proposal. VII. MISCELLANEOUS A. PUBLIC RELATIONS. Mr. Merck suggested that consideration be given to suggestions regarding public relations from a group of public relations officers of member companies. The Secretary was requested to docket this subject for considera tion at the next meeting of the Executive Committee. B. MR. INGRAHAM. The President was requested to write a letter, on behalf of the Executive Committee, to Mr. H. 0. C. Ingraham, absent due to a recent illness. VIII.
