Eisenhauer Product Manager Vinyl Resins Chemicals and Plastics Division Post Office Box 471 Texas City, Texas Re: OSHA Vinyl Chloride Monomer Standard - Test Reliability Dear Mr. Eisenhauer: I have been in receipt of your letter of April 29, 1975 in which you indicate some question as to whether the methods of testing for vinyl chloride intended for use in connection with OSHA regulations will be as appropriate in the field under actual plant working conditions as in the laboratory and indicating that perhaps further review would be helpful in ascertaining the answer to this question. There is no doubt in my mind but that it would be important for us to insure that our testing methods are valid both in the field and in the laboratory. It is particularly important for us not only in the event of citations against Union Carbide by OSHA but also in the event that we determine the need for assisting our customers in defending against OSHA citations where we have speci fied our product (solution and dispersion resins) to contain less than one part per million retained monomer by weight. If there is no question as to the validity of our sampling techniques, I certainly think it would be necessary to have such techniques validated both for the field as well as for the laboratory for the reasons above stated.
