Oglesby INTEROFFICE/ LAKE CHARLES DATE February 22, 1978 SUBJECT VCM Expansion As there has been a change in the scope of the VCM expansion, plans for treatment of waste and effluent streams have been changed. This memo is to inform everyone of the current procedures and philosophy. The project intends to incinerate all vent streams and liquid organic waste. There will be one 48 MM BTU incinerator installed by the VCM expansion. The expansion will tie Into the existing incinerator feed system. The existing incinerators will serve as the required "hot" backup unit for the new VCM plant. The effluent from the incinerator installed by the expansion will be sent to the neutralization system in Plant B. The sodium formate destruction will be achieved by expanding the existing facilities in Plant A and Plant B. An additional tank will be installed in the new VCM unit for surge capacity. Spills, process water and rainwater from the process pad will be collected in a process pad sump and a large retention pond. The organics will be removed by steam stripping from the water which will be sent to the effluent monitoring system. It is our intent to catch only the first 25,000 gallons of a hard rain. On a preliminary layout, the 25,000 gallons are equivalent to 0.85 inches of water on the pad, which is the highest rate for a five-minute duration every five years. The overflow, other storm water and non chrome cooling tower blowdown will go to the Pigments ditch. A study is in progress to determine how to handle the effluent from the decoking drum for the present plant. The expansion should be able to use the same method and share th equipment.
