Preparation of additional technical information for EPA regarding modification to the VCM standard: a. EDC Tanks: Members should come prepared with a list of tanks and cost for control of VCM emissions to 10 ppm should EPA change the definition of Part 61.61 (0) as proposed thereby requiring control of emissions from crude and finished EDC storage tanks and by-product storage tanks. b. Leak Detection: Members should come prepared to discuss the specific differences between their existing leak detection and elimination plans versus Subpart V. Mr. Holbrook expects this discussion to take quite a bit of time as we will be preparing what he envisions to be minimum requirements to present to EPA. c. Incinerator Bypassing: Members should come prepared to discuss their prior two years' history of incinerator bypassing including causes therefore, number of times bypassed, duration of each bypass, VCM emissions associated with each bypass, etc. 2. Feedback from Dr. Gottesman regarding Committee's planned activities as presented at the Annual VI Executive Board meeting. 3. Other business as'necessary. C. Holbrook, Roy Gottesman reported on the activities of this committee. He noted that a draft revision package for industry and public review is to be submitted by EPA in July on revisions to the Vinyl Chloride Standard. The National Air Pollution Control Techniques Advisory Committee (NAPTAC) will meet late in August to receive comments on these revisions. In behalf of the Safety Subcommittee, Roy Gottesman presented their plans for a safety seminar to reach both local regulatory bodies and an initiative towards the public. After discussion, the Board agreed that while there should be interaction, the value of such a program is questionable and might result in issues being surfaced that really are "non-issues" at the present time. It was requested that the Executive Director advise the subcommittee that the Board is not in favor of pro ceeding with the proposed initiative towards local regulatory bodies or towards the public. Emphasis should be on safe practices in the working environment. They should also pro ceed to develop a format of a safety award. e) Technical - Dr. Michael O'Mara, chairman of the Technical Committee, reported on recent committee activities as follows: 1. Dioxin - Professor Karasek's work substantiates the view that the incineration of PVC does not lead to Dioxin. Thus, the problem is not a technical one but rather one of public perception. Dr. O'Mara indicated that a Task Group is to be set up within the Technical Committee to follow this issue and to keep current on developing literature. 2. Pipe Permeation - Phase II of the program involving water saturated with varius solvents is virtually complete and within the next few weeks the debate will be whether Phase III is to proceed. Dr. O'Mara feels that we can now step away from this permeation issue, especially in view of the fact that the State of California is to carry out its own tests. 3. Fire Research - Phase I involving fire studies in the plenum have been completed and two technical publications are being prepared. An agreement is virtually complete with the National Bureau of Standards Center for Fire Safety so that we can work together. As a consequence, results from Vinyl Institute's sponsored studies will be put into the NBS fire models. CTL020207
