Hillhouse International Fleetwood Road North Thornton-Cleveleys Lancashire, FY5 4QD, UK Telephone: www.agcce.com 5 January 2023 BU5453IY Changes to Operating Techniques Further to discussions held at the AGC Chemicals Europe Ltd (AGCCE) premises on 4 Janruary 2023 we would like to formally request agreement from the Environment Agency in accordance with clause 2.3.1 of Environmental Permit ERP/BU5453IY for the following changes to Operating Techniques. 1) From 1 February 2023 at times a proportion of AGCCE effluent will receive additional treatment of filtration to remove solids and activated carbon /IER /other suitable media to reduce Chemical Oxygen Demand, Suspended Solids and PFAS content of the effluent. The purpose of this change is to evaluate new processes to improve the quality of effluent from emission point W1 as part of ongoing continuous improvement and emissions reduction activity at AGCCE. The additional treatment of a proportion of the effluent will enable data to be gathered to aid the design, installation and commissioning of permanent additional effluent treatment plant which will improve effluent quality discharged from and increase opportunities for grey water recycling within the permitted facility. A further request for changes to operating techniques will be submitted in future once the final design of the additional effluent treatment and grey water recycling opportunities have been defined. 2) Installation of a secondary carbon adsorption unit (operating in series to existing unit) prior to emission point A7. This secondary carbon adsorption unit will be utilised to further reduce emissions of AC-2000 (1,1,1,2,2,3,3,4,4,5,5,6,6- Tridecafluorohexane) to atmosphere from the emission point A7 associated with the ETFE plant. Detailed design for this modification is ongoing and there is a possibility that the current emission point A7 stack would have to be replaced with a stack with a larger diameter. A further request for changes to operating techniques will be submitted in future once the final design has been confirmed. 3) In addition to the existing MCerts Total VOC monitor installed at emission A7, a secondary in-line GC will be installed to provide additional information and speciated quantification of AC-2000 emissions. There are no monitoring requirements or emission limits for A7 specified in the existing permit.
