The low end of the proposed rata range is based on volume, incentive loading and long haul which reflects 10% of Class 100. Many products that come out of the annual volume tariff reflect this percentage. The high end of the rate range reflects 11.8% of Class 100 based on shipments of T102 ore from Titan, FL to Brownsville, TX in 100 lb box and 140M hopper cars.
I have measured rates from Tampico to Brownsville which reflect 5% of Class 100. I also measured rates in the Transcont inental tariff which reflected 13.4% of Class 100 in box cars and 12.3% of Class 100 in hopper cars on TlO2. A review of other rates from Southwest to the East show low minimums and high rates in this territory..
I feel the rates should fall somewhere between the proposed rate range of $3.26 to 3.85cwt.
