PURPOSE OF THE INSPECTION
EPA Region 6 inspectors Alan Vaughn and Damon McElroy arrived at the City of University Park Utilities Services Center, located at 4420 Warcola, at about 9:00 am on August 24, 2023, for an announced inspection. We (EPA inspectors) met with the city official indicted above and illustrated in the Appendix 1 sign-in-sheet. We presented our federal credential identifications. I (Alan Vaughn) informed the group this was an EPA inspection to determine compliance with the Clean Water Act regarding sanitary sewer overflows (SSO) from the wastewater collection system. The scope of the inspection is a compliance evaluation to determine if operations and maintenance is sufficient to prevent SSOs.
FACILITY DESCRIPTION
The City of University Park (UP) serves approximately 25,200 people through 7,409 residential, 256 commercial, and 1 categorical industry. The City's collection system is comprised of gravity sanitary sewer pipes ranging in size from 6-inch to 30-inch. The city discharges its sanitary sewage to the Dallas Water Utilities (DWU) Central WWTP, through the Town of Highland Park's collection system. The gravity mains are comprised of the following:

SSO's: The City has not had an SSO in 4 years.
Section II - OBSERVATIONS
The city primarily is either rehabilitating or replacing existing infrastructure. UP's goal is to continue to rehabilitate or replace the collection system to prevent failures. Repair, maintenance, monitoring, and maintaining proper sewer system flow within the collection system are the city's responsibility. Wastewater maintenance falls under the City's Public Works (PW) department. Below are Capacity, Management, Operation, and Maintenance (CMOM) program related observations:
x The city has a goal to replace 1 mile of sewer/utilities/water per year. Since most of these utilities are in alley's, under the road, it is most effective to address all at the same time.

x Annual smoke testing is done on about 25,000 LF per year.
x The city typically CCTV's around 20% of its collection system every year. The video is reviewed, problem piping video is forwarded to the Infrastructure Maintenance Superintendent for further analysis and determination of proper course of action.
x Code Enforcement handles and addresses any Fats, Oils and Grease (FOG) and the city does not have a current problem in their collection system.
x The city staff completes TCEQ approved training and testing to receive its licensing. x The city has standard operating procedures for responding to SSOs. x The city utilizes Beehive program for asset management. All sewer repairs, inspections,
replacements, overflows, and clean-up efforts are logged in the application as it serves as both the city's asset management and work order system. x There are adequate utility funds budgeted annually to account for operations, maintenance, emergency repairs and replacement. x The homeowner is responsible to maintain lateral lines from the tap in the street ROW to the home.
