Peck UST Coordinator UST System Description Fort Peck Detention Center (Facility) is a Tribally-owned detention center located on the Fort Peck Reservation in Poplar, Montana. The Facility is in temporary closure. The Environmental Protection Agency's Facility records indicate that the Facility has one fiberglass reinforced plastic (FRP) underground storage tank (UST), which was installed in 2013. The UST has a capacity of 3,000 gallons and was used to support an emergency power generator. When operating, the Facility piping is safe suction and constructed with double-walled flexible plastic materials. The UST was emptied in 2023. Inspection Narrative On August 27, 2025, the EPA conducted an inspection at Fort Peck Detention Center in Poplar, Montana. The EPA last inspected the Facility on May 18, 2022, and selected it for routine re-inspection. On August 6, 2025, the EPA contacted the Facility representative to schedule the inspection. Peck Detention Center Page 1 of 3 08/27/2025 UST Inspection The EPA inspection team arrived at the Facility at approximately 8:00 a.m. The EPA inspector introduced herself and presented inspector credentials to the Facility representative, who consented to the inspection. The EPA inspector conducted a physical inspection of the UST system. Photographs of the UST system components taken during the inspection are in Attachment B. Tank Leak Detection EPA records indicate that the UST was emptied in January 2023. The automatic tank gauge indicated that the fuel is still at a low level. No release detection monitoring is required. Piping Leak Detection Piping is safe suction design and the UST is in temporary closure; therefore, no release detection monitoring is required. Cathodic Protection The UST and associated piping are constructed of a non-corrosive material, and therefore, cathodic protection testing is not required. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment While the system is in temporary closure, no testing of spill/overfill equipment is required. Periodic O&M Walkthrough Inspections No monthly and annual walkthrough inspections are being performed. Operator Training EPA records indicate Lezard is the Class A/B operator. Financial Responsibility The Facility did not have any documentation for the Financial Responsibility (FR) coverage onsite. EPA records indicate the Facility utilizes the Montana Petroleum Tank Release Compensation (PTRC) fund as the mechanism for FR coverage, which requires an inactive operating permit and Certificate of FR be maintained at the site. Physical Observations The EPA inspection team observed the ATG, the emergency generator on the roof, and the tank top. The ATG was still connected to the tank and displayed an alarm for low fuel. The rooftop emergency generator appeared to still be connected to the UST and is equipped with a 196-gallon belly tank. According to the Operator, the belly tank gets filled via a truck delivery with the hose being lifted to the rooftop from the parking lot below. The tank top of the UST was opened, and the fill port was locked. Keys could not be located at the time of inspection. 2050115 - Ft. Peck Detention Center Page 2 of 3 08/27/2025 UST Inspection Conclusion At the end of the inspection, Ms. Person filled out an Onsite Deficiency Identification Form (see Attachment C), which represents the EPA staff's initial compliance recommendations at the time of the inspection. Ms. Person provided the onsite deficiency form to the operator and retained the carbon copy for recordkeeping. Prior to departing the Facility, Ms. Person stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment D). Inspection Report Attachments A.
