December 28, 1955 Dr Graham Edgar Ethyl Gasoline Corporation Chrysler Building Hew fork City Hew Tork Dear Dr* Edgars In reply to your letter of December 19th. concerning a procedure for testing Fluid In the ' hands of the French government, I find myself in some- . thing of a dilemma. It would appear to me that the . first requisite of a satisfactory procedure is a means of obtaining information which will be accepted by the government* I should like to know whether it has been assumed that the tests would be made under the authority of the government or whether they may be mad and reported by a representative of the Ethyl Export Corporation* If it la necessary that the examination be made by some disinterested party, then it.would seem that the details should be worked out with whomever is to make the actual . tests. I see no reason why it should not be possible to devise suitable mtesns for obtaining the samples and testing them with complete safety. It is necessary,however, to agree upon a uniform procedure which shall be carried out in such a way as not to demoralise the mixing proce dures. Samples may be token from drums by a person or persons properly lad and equipped with a gas mask by means of some sampling device which is of suitable siS3 and Which can be cleaned easily on the spot* I should suspect that the sic, of the sample would be determined by the accuracy of the method of analysis which is to be employed. If It were feasible, It would seem that a, relatively small sample might be accurately measured into a known quantity of a solvent as benzol or gasoline, whereupon the diluted sample could then be taken to an;analytical laboratory for the regular analytical examination. I should think that the details of this might easily be worked out while I am abroad. Mr. Bevan and I can come to some definite conclusions about the manner of taking the sample, and presumably some agree ment can be arrived at as to who shall make the analysis, after -stiieh confereno should clarify all the details in such a way that a uniform procedure can be adopted. May . Graham Edgar 2 suggest that it would be useful for me to nave tne following information 1er out. t"he details? (1) some statement as to the sise of .sample which' might he required in order to give uniform and accurate results? (2) a statement of an outline of the methods most satis factory for the examination of the fluid? (J) the most satisfactory diluent, if it is advisable to use such* (J.) the lead concentrations oi the respective fluids and. tferhe limits of variation permissible. If I am supplied with this information, I believe the details can be worked out in a satisfactory form.
