Tyler (J SUBJECT: Central Safety and Health Council Minutes The Central Safety and Health Council (CSHC) met on December 1992. Hal Burgess updated the CSHC on the Emergency Response Safety Team progress. The Emergency Response Volume II manual has been reviewed and should be ready for issue after the first of the year. Incident Command Training will be given to everyone who will fill a position in the system. Training is expected to be completed by the first of April. Several drills will be scheduled for 1993 to test the Incident Command System. The CSHC discused guidelines and criteria on when is a Unit or Process "complete". The council decided that a proactive checklist be developed by the New and Altered Equipment Safety Team. The council believes that a step-wise approach to start-up should be developed where one of the steps is to complete the pre- start-up safety checklist. Cost of the Safety and Health process was discussed. The council agreed that it is important that each team in the Safety and Health Process be working on projects and problems that will improve the profitability of the company. The Total Involvement Team was asked for feedback on how to assure cost effectiveness of safety teams. The Total Involvement Team is currently contacting all "Group Safety Communicators". These communicators will be one additional com munication link for the safety process. The Total Involvement Team is currently asking for feedback on a proposed Safe Work Permit. The next CSHC meeting will be January 8, 1993 at 3:00 pm in the Administration Conference Room.
