Ciao Sharon graziemille per l'attenzione e tanta salute, Cara Sharon, taking as an example the restriction proposal on PFAS " ECHA publishes PFAS restriction proposal ECHA/NR/23/04 ". I state that we do not deal with PFAS, I wanted to make some considerations not so much on the chemical family, but on the method used for the proposal. I start from the assumption that we all agree, that if those chemicals could be replaced with the high risk that their intrinsic danger could cause damage, it would be a success and certainly worth pursuing, but not at all costs! As anticipated, it is the restriction method of the last decade that leaves me and many other people, industry and sector associations perplexed. There seems to be some sort of rush or craze to ban chemicals, as if there was no tomorrow. A serious restriction proposal must absolutely take into consideration: - the assessment of objective and non-potential risks, because it seems to me that the restrictions are based more on the dangerous potential than on the real risk. This is the consequence of having our own Chemical Regulation, based on DANGER and not RISK. - place in restriction only when the substitution is scientifically/technically feasible and economically sustainable. In order to avoid those embarrassing situations, as happened a few years ago, of having wanted to ban bisphenol A at all costs, only to discover that the substitutes were worse than it! Otherwise we run the risk of slowing down and putting the industry in serious difficulty EU chemicals, compared to those of other countries, with a sensitivity to health & the environment, which is very, very far from ours. In fact, they are the ones that pollute the most, who are at the top of the non-compliant classification (RAPEX and ISTISAN 20/10 data) and are often also the ones that workers' welfare is optional. The last decade for European chemistry and its industry has been a period marked by chemophobia, as Prof. , , in his preface to the next 2023 Conference dedicated to "Danger, risk and risk-benefit relationship", a topic that summarizes some of the key principles of Toxicology, which however are often declined and interpreted profoundly wrong: << The media offer opinions and comments from exponents of politics, art, entertainment, information, and even ordinary citizens, who too often violate these principles. Opinions and nothing else, assessments of the "do-it-yourself" risk-benefit ratio that disregard what is established by national and international Regulatory Agencies. Confusing the concept of danger with that of risk. Forgetting the importance of exposure. And reaching aberrant conclusions devoid of any scientific foundation. We are therefore living in a moment of great confusion, certainly fueled by the excessive space given by the media to debates based on individual interpretations, which are sometimes polarized in the underestimation of risk and, much more often, in an equally irrational attitude of chemophobia. >>. For years they have been in the front row fighting with various category aces, to clarify chemistry and dispel that it is the evil of the world. Lastly, I would like to remind you of the objectivity that the chemistry used in industry does not have a "dispersive use destination" as occurs in other sectors of human activity, such as e.g. agricultural activities. Industrial waste is destined for company or consortium purification plants, fortunately with stringent parameters to be respected, and for which one must always bear in mind that "zero" in chemistry does not exist! If dangerous chemicals are found in the environment, we distinguish between those released in the past, when there was no regulation on industrial and civil discharges, compared to those currently released. Let's forget that there will always be criminals who will illegally pour waste, it's another aspect, but if dangerous chemicals are found in the environment, it means that the parameters of the purifiers must be reviewed yes, but in the light of the application feasibility of the purification process . This is where the vital and strategic importance of encouraging research & development comes into play, so that scientists and researchers can lend a hand to technology to be increasingly performing in methods and in the development of plants. Regarding the PFAS family, the Italian ENEA is working on a new application to purify water from PFAS: https://www.enea.it/it/Stampa/news/ambiente-da-enea-nuova-application-perdepurare-lacqua-dai-pfas Or like the US EPA's Small Business Innovation Research (SBIR) Program, where activated carbon filters and PFAS breakdown with plasma are being perfected: https://www.epa.gov/sbir/epas-sbir-support-pfas-detection-and-treatment-noveltechnologies-reducing-pfas-environment https://www.epa.gov/research-states/pfas-treatment-drinking-water-and-wastewaterstate-science and other projects from private wastewater management industries. So according to the BAT conclusions published in the Official Journal of the EU on 20 December 2022 (Commission Implementing Decision (EU) 2022/2508), specifically the "BAT 14 I. d": periodic (e.g. annual) analysis of substitution options to identify potential new safer alternatives to the use of (groups of) hazardous substances and substances of very high concern such as PFAS, phthalates, E --a. i.
