You have invited my comments on this memorandum. Please accept my apologies for the delay in responding to your request. This has been necessary because of a two week period spent in the hospital followed by a substantially reduced work schedule for another week. From Ed Donley's letter of November 9, 1970, I have learned of his suggestion that Dennis F. O'Donnell be designated as the APCI representative to coordinate all CHEMTREC emergency pro cedures. I support Mr. Donley's recommendation fully. Dennis O'Donnell has been active in the development of data leading to the formation of the CHEMTREC recommendations. He has participated on sub-committees and is thoroughly familiar with the operation and functioning of the emergency procedures which are embodied of these emergency procedures. I also understand from Mr. Donley's letter that Dennis O'Donnell has been recommended for consideration as the APCI representative to the MCA Transportation and Distribution Committee as proposed in my memorandum of October 19, 1970. Mr. O'Donnell is a graduate of Rutgers University, 1961, with an AB ' in Economics.
