(VCI)" on Better Regulation. The topics that were discussed in the meeting were: 1) the better regulation toolbox, 2) One-in, one-out and 3) permitting procedures in Member States (as also stated in the attached meeting request of 11/03). In the meeting I updated them on the developments since the publication of our Communication on Better Regulation, notably the publication of the updated Guidelines and toolbox in November 2021 that support our evidence-based approach in impact assessments and also the OECD appreciation of the Commission's work on Better Regulation. I further informed them that we would report about the pilot results of the implementation of the new "One in, One Out" (OIOO) in the next Annual Burden Survey as well as about the complementary simplification efforts of our Fit for Future Platform that look at existing legislation and our Have your Say portal to gather feedback of citizens and businesses on new EU policies and existing laws. I highlighted the Vice-President's interest in the topic of accelerating permitting procedures, which was also discussed in the context of the Fit for Future Platform, for which the RegHub Network have prepared a report. VCI flagged concerns about administrative burden for their industry, giving REACH, chemical classification, labelling and packaging (CLP), the Industrial Emissions Directive and the Pesticides Regulation on which I flagged out that we are not responsible but the lead cabinets. They also pointing out that also Delegated Acts are important in this respect. I explained that OIOO would not be applied mechanically and that any new proposed legislation would not only be judged on the burden it may create or reduce but also on its expected benefits.
