Dear Sirs, 1& 'wish to thank you for your letter of the 15th December regarding the medical Inspection of the workmen employed In your Ethyl mixing plants. In view of the fact that ;&* Tolly may be visiting you some time in the near future v.-e think the whole question can best be settled by a personal discussion between you. Our records indicate that the plant at Hong Kong was inspected on two occasions during 1938, and the necessity of increasing the frequency of inspection rests to a large extent upon the discretion of the doetor after taking into consideration the conditions under which the plant is being operated. In the case of plants which are well established and in which our regulations regarding frequency of mixing have not been contravened it is found practicable to reduce the frequency of examination as distinguished from a blending plant which is not so well established. If the present situation in China has imposed a strain then, of course, it might be desirable to increase the number of visits but, as we have mentioned, this point is best settled by an examination of the problems on the spot. We were under the impression that owing to the situation in China mixing had ceased at your blending plant at Canton. Perhaps you would be so kind as to acquaint Mr. Tally with the complete facts as to those blending plants which are being operated, together with the amount of blending which has taken place.
