Asbestos is one of the compounds specifically named under th e court order, and because of its nature, has unique sampling and analysis requirements. Therefore, in order to help determine the significance of asbestos discharges and the need for effluent limitations, the Agency has initiated an industry-partic! ition program to screen for asbestos discharges, pursuant to Section 308 of the Federal Water Pollution Control Act. Under this program, the Agency is requesting that a number of representative faclties-natkmwjde-conduct_a self-sampling project. Samples will be shipped to "5Hd analyzed by EPA contract laboratories for asbestos fiber identification only, using transmission electron microscopy. For your information, we have Included a statement which explains your legal rights to protection of confidential informa tion, as well as EPA's statutory authority for requesting compliance in obtaining the needed data. (See Attachrrint I.) ^ \ . All efforts have been made to design a program which will minimize any burden placed upon participating industry. The number of samples required is very limited, and the collection procedure, described in the attached protocol, can be readily accomplished by plant personnel. (See Attachment IL) All m aterials and equipment needed for sample collection will be provided by EPA. To facilitate scheduling laboratory analysis of samples, i t is necessary for EPA to establish specific sampling dates. As described in A ttachm ent Til. The samples must then be shipped* a t th e Agency's expense, to the designated analytical laboratory. Results will be reported directly to EPA, and upon request, a copy transm itted for your records. Should you wish to arrange for duplicate collection and analysis, the Agency will, upon request, forward information regarding sample containers and proper cleaning, and preparation procedures.
