Organic Chemicals Department Petroleum Chemicals Division Wilmington 98, Delaware Dear Jack: I am writing about several matters at once in order to conserve a bit of my time, which seems to have been in short supply lately. First with respect to the completion of the report of the 'Vest Coast TML investigation, I am working on this now. It turns out to be a bit larger Job than I anticipated, for the reason that it is necessary, I now think, to write up the full contributions made by the several participants - Standard of California, Ethyl Corporation, Kettering Laboratory and yourselves to the joint enterprise. The methods need also to be presented fully, I think, and I am not prepared to allow this opportunity to pass to demonstrate for the record what has been done by the industries, toward the assurance of occupational and public safety - that is, unless you and your associates and the corresponding group in Ethyl Corporation should disapprove. In any case we shall complete this job as quickly as we can and have it looked at and commented on before issuing it in final form. I regret that it is now the middle of June and this job is not done. I can only say that I 've done the best I could do to get it out sooner. Many things have worked against me, including all of the things connected with the end of the school year, which, generally, one does not expect to spend much time on, but invariably does. With respect to the paper given at APCA, I am sending haii-adozen printed copies, with which Ethyl Corporation supplied me. Somewhat to my surprise, they decided that reprints should be made available at once, and had them made from my multilithed manuscript. These have one fault which will not appear in the article to be published in the Journal of APCA. At least, our friends in the Public Health Service consider it to be a fault - i.e., those with whom we are working under the leadership of John Ludwig. They pointed out their disapproval of the sentence in the second paragraph in column ine on page 8 0003277 Mr. J. R. Sabina 2 - June 21, 1962 which is quoted from my statement made in the California Legislative hearing, as follows: "Such information will need to be expanded to include a larger number of cities, a wider variety of conditions, and a more prolonged period of time, if the situation is to be depicted fully, and if a satisfactory basis for the recognition of future trends is to be established". I cannot see anything objection able in this sentence, but in view of our working relationships and our combined judgment that the survey of three cities would be adequate at this time, 1 hastened to agree to remove this from the manuscript to be submitted for publication to APCA. Unfortunately, Jim Boudreau of Ethyl Corporation"beat me to the draw", and there it i3. It is published in the transcript of the California hearing, however, so that I cannot duck the responsibility for saying it. You may be interested in knowning that what I had in mind in saying it is essentially what I have believed for years - namely, that despite the generally negative evidence of the existence of hazard, it is just barely possible that some unusual combination of factors and circumstances might bring about an hazard, and that we should he looking for the worst, as represented by such circumstances, rather than the general run of mine experience. Certainly, I had no thought of disparaging the present efforts in investigation. With respect to copies of the Harben Lectures, I am following your wishes. Should your people wish to have additional copies later, they can be supplied. I shall have a store of them for some time to come, and I wish them to be as useful to the industry as they may be in conveying the information which we have had the means and privilege of obtaining. The foregoing sentence reminds me again, as I mentioned to Mr. Diggs, recently - to bring mundane matters into -the discussion that I have not had word from you as to the extent of your Company's support of the experimental work on the inhalation of lead.(Neither have I heard from Lead Industries Association, and I reminded Don Fowler of this fact last week at the Ann Arbor Symposium on "Standards of Air Quality"). This is not, perhaps, an urgent matter but I was reminded by our financial roan - Ron Leach - that we are nearing the third quarter of our financial year. I had not thought to mention this matter in this letter, but it is perhaps just as well to bring it up. I have reason to believe, although one can never be sure in advance, that an application for the support of the Public Health Service, will be granted. This, however, if granted will apply only to the last four - perhaps only three - months of 1982. An additional matter of finance, which I did intend to speak of, is the fact that the progress of the construction of the new wing of the Laboratory has been good, and that we need to collect as much of the outstanding funds pledged as is proper at this time. Your Company is to provide a second sum of $33,000.00 sometime K? 0003278 Mr. J. R. Sabina -3 June 21, 1962 within the year, and if it is convenient to do so now or soon well before the date of the corresponding payment in 1961 - the University will be glad to receive it. Most of the sums that have been pledged are in somewhat similar case, and therefore, the funds on hand are destined to run low shortly. There is nothing urgent about this, but we shall be glad to keep well ahead of the required expenditures. One final natter, is that of the Report of the Swiss Commission on Leaded Gasoline. We received a copy of this some time ago, and Mrs. Campbell has been engaged in her free (?) hours in translating it. The task is Just about finished, and we shall be making copies of it shortly. I'd like to know how many - if any - copies of this report you and your people would like to have. You can rest assured that the translation will be satisfactory, and I am sure that it will be such as to reveal the thought that has been behind this work, with respect to the various attitudes and criticisms of the people especially the technical and medical segments of the population. If you should think of others who might be interested in this Report, I'll be glad to have your suggestion.
