This was a follow-up inspection in response to a National Response Center Spill Report (NRC No. 1366143) which was received by EPA Region 6. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulation. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection on the Tidal Osage II Lease, where a 3-inch diameter poly flowline ruptured at a "butt weld", releasing a company reported volume of 300 barrels oilfield brine and 1 barrel of crude oil onto the land which migrated downgradient approximately 35 feet where it entered a tributary of Little Hominy Creek. The pipeline failure occurred on a main "trunk line" which was carrying produced water and oil to the Tidal Osage II tank battery. Section II - OBSERVATIONS I observed the lease identification sign upon entry into the lease, see Appendix 1 (photo log), photo No. 1. For additional GPS location and photo metadata, see Appendix 1. I observed the repaired section of 3-inch poly flowline which had ruptured. This section of repaired flowline was the Release Point of the Spill (36.529327, -96.411303). Oil staining and brine impacts were observed near the release point. See photos No. 2 and 3 of the photo log. I observed an elevated TDS field reading of 61,621 mg/L in the main channel of the impacted tributary at the Point of Entry (POE), this location was approximately 35 feet from the release point (36.529259, 96.411136). See photos No. 4 through 7. Working downstream, I observed an elevated TDS field reading of 2,622 mg/L as well as the bed and bank features of the tributary at the sample location. See photos No. 8, 9 and 10. Further downstream, I observed a slightly elevated TDS field reading of 1,315 mg/L as well as the bed and bank features of the tributary. A transfer pump was present in this section of the tributary but was not active. See photo No. 11 through 14. At the lowermost containment dam (36.531594, -96.403942), I observed a below background TDS field reading of 712 mg/L, this was the lowest TDS field reading observed during the inspection. See photos No. 15 through 17. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI Pro 30 conductivity meter. Section III - AREAS OF CONCERN No closing conference was held due to no Calgary Energy, LLC staff being present during the inspection. My primary areas of concern were the remaining oil and brine impacts along the impacted tributary of little Hominy Creek, and possible downstream migration of contaminated waters. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives as well as follow-up inspections to measure cleanup progress over the coming days and weeks.
