The Oil, Chemical and Atomic Workers International Union has been granted party status in the above. Employees at the Amoco Oil Company oil refinery in Casper, Wyoming are exposed daily to airborne asbestos fibers, a proven carcinogen. The citation which OSHA issued alleges, inter alia, that Amoco had failed to maintain external surfaces free of accumulation of asbestos fibers, at several locations. Eleven months have passed since the citation was issued1-- 00 in September, 1973. During that time, objective control measures to control - 2- workers'exposure to asbestos have not been implemented, and workers continue to be exposed to the risk of excessive asbestos exposure. Finally, the decision in this case will affect all other cases involving compliance with the asbestos standard now pending before the Review Commission as well as future enforcement efforts with regard to the asbestos standard. In light of the adverse effect any delay in this case may have on the workers exposed, and the importance of the rapid resolution of the legal issues involved in the case, we respectfully request that expedited proceedings be ordered for the above-captioned case.
