3. SITE DESCRIPTION and PLAN and
Project is the construction of a residential subdivison off Gees Mill Road. Project has been divided into a Phase I and Phase II, as shown in photo DSCN1154. The site is served by two pond systems, one of which is located to the northeast corner (see photo DSCN1155) and the other in the south. The southern pond system is comprised of an upper basin and a lower basin. The two basins are connected by a trench.

Silt Fences

Note location, quantitative description, design issue, O&M deficiencies (including the nature and extent), and sediment off site in accordance with the Field Manual for Erosion and Sediment Control in GA.
Silt fences behind the pump station have been overtopped, leading to sediment transfer and deposition (as shown in photo DSCN1161) in the wooded area.
There was a double row of silt fences near the outlet structure by the Phase II Pond system. Sediment had been deposited in the wooded area just beyond the silt fences (see photo DSCN1171).
Storm Drain Inlet/Outlet Protection (Specify: Filter Fabric, Gravel Bags, etc.)
One of the storm drain inlets into the upper basin of the souther pond, shown in

photo DSCN1162, had improperly installed riprap, which was causing sediment to
partially clog the pipe.
Sedimentation Ponds (1800 cubic feet of storage required per acre drained or written rationale)
Phase I of the construction project is served by a pond in the northeastern corner (see photo DSCN1159). As shown in photo DSCN1155, the design for the outlet structure in the Plan includes both a filter ring and the use of a skimmer at the outlet structure. As shown in photo DSCN1160, the riser structure does not conform to the Plan. A rock filter ring was not installed, and the floating surface skimmer was inoperable. The outfall of the northeast pond, shown in photo DSCN1162 was in need of maintenance; the silt fence was damaged, and the riprap placement was irregular.

A second pond system, consisting of two connected basins, was installed to serve
the Phase II area of the project to the south. As shown in photo DSCN1163, the
northern wall of the upper pond is not fully grassed/stabilized and has partially
sloughed into the pond. An additional view of the unstabilized northern wall is
shown in photo DSCN1164. The northwest corner of the basin, shown in photo
DSCN1165, was also eroding and sediment deposited below the rills had
accumulate above the water surface. The lower pond, shown in photos DSCN1167
and DSCN1168, was inadequately vegetated and not stabilized. The riprap apron
below the lower basin's outfall may be improperly installed, as shown in photos
DSCN1169-1170. Plans should be checked to ensure this pond system is installed
according to design specifications.

Check Dams Drainage Swales
A cut channel connects the upper and lower basins of the Phase II area. As shown X in photos DSCN1165 and DSCN1166, the walls of this swale are vertical and thus
not stable. Erosion of the trench walls was increasing sediment load. Conveyances should be sloped and stabilized per the Georgia Field Manual.

Two outfalls from the two pond systems.
As shown in photo DSCN1161, sediment had transferred from the northeastern pond outlet and into the wooded area, it but did not continue to a receiving water.
X Sediment was also leaving the site beyond the outfall for the southern pond system, as shown in photo DSCN1171. Silt deposition continued for a few feet into the wooded area and did not appear to reach the receiving water.

Exit interview conducted with: Mr. Myers Inspectors discussed a possible records request for the ESPC Plan, the stormwater plat for the current phase, and both daily and weekly/post rainfall self-inspections for May-Aug2023. Inspectors also discussed multiple areas on the site that lacked adequate grass cover and needed stabilization. A photo-log is attached.
