Defining bio-based substances in EU regulation The proposal for the revision of the Sustainable Use of Pesticides Regulation (SUR) includes a definition of `chemical plant protection products' and `biological control' that distinguish between chemical products and natural substances of biological origin or substances identical to them. Article 3: Definitions (1) `chemical plant protection product' means a plant protection product containing a chemical active substance excluding plant products using natural means of biological origin or substances identical to them, such as micro-organisms, semiochemicals, extracts from plant products as defined in Article 3(6) of Regulation (EC) No 1107/2009, or invertebrate macro-organisms; (23) `biological control' means the control of organisms harmful to plants or plant products using natural means of biological origin or substances identical to them, such as micro-organisms, semiochemicals, extracts from plant products as defined in Article 3(6) of Regulation (EC) No 1107/2009, or invertebrate macro-organisms.
