Leverton Subject: Texas City Plant Vinyl Chloride Releases - Corrective Actions Dear Bob: Per John Leverton's request, I am attaching all available information relating to corrective steps taken as a result of our two vinyl chloride releases (6 Oct. 78, 3 June 79). Upon completion of our 1979 Texas Air Control Board (TACB) Annual Air Emission Review, preliminary indications by the inspector indicated a possible noncompliance with a TACB Regulation [101.11 (131.01.00.012a)] which exempts emissions occurring during major upsets. Apparently the inspector was satisfied with our verbal "action plans" because no notice of violation was issued nor were we ever requested for a "formal" written compliance plan. However, we did submit a copy of our action steps to the TACB. No further action was taken by the TACB regarding this matter. If you should require further information, please advise.
