This was an inspection in response to a referral from the Oklahoma Corporation Commission (OCC) received by EPA Region 6. We met with OCC representatives on site for the entire inspection. There were no company representatives on site during the beginning of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with federal regulations. FACILITY DESCRIPTION EPA conducted an CWA inspection at the pipeline complaint location due to a reported purging recent purging event. OCC representatives identified an abandoned pipeline at the purge location and has assessed this complaint and taken multiple action items. The purging fluids did not reach any nearby surface waterbodies, as identified by OCC representatives during the inspection. Section II - OBSERVATIONS At the time of the inspection, the abandoned pipeline was covered up and had been capped by OCC activities to address the potential pipeline leak. The covered location can be seen in Appendix A, Photo No. 1. Section III - AREAS OF CONCERN Previous or current ownership of this pipeline has not been identified at this time. Section IV - FOLLOW UP EPA will continue to follow up with OCC and operators in the area of concern as needed.
