Section Number: Issue Number: Original Date: Revision Date: Title: References: Ethanolamines/Glycol Ethers Tier 3 Procedure 34 1.0 10-12-95 Author: Tim Dill Off Loading MEOH Tank Trucks Into DV-104 Glossary Of Equipment laentification 34 Off Loading MEOH Tank Trucks Into DV-104 1.0 Objective: 1.1 To complete the off loading of MEOH tank trucks to the appropriate storage/run tank in a safe, efficient and environmentally ound manner. 2.0 Responsibility: 2.1 It is the responsibility of the operations supervisor and the operations specialist to ensure that this procedure is fully complied with. 2.2 It is the responsibility of the senior operations specialist and the operations specialist to ensure that this procedure is executed in a safe and efficient manner. 3.0 Safety Notations: 3.1 Rubber boots, rubber gloves and monogoggles are required to perform this task. The tank truck ladder and guard must be used when off loading to DV-104. 4.0 Special Notations: 4.1 Dot regulations require the tank truck be attended at all times while off loading.. 4.2 A check sheet must be initiated. To prepare for the off loading process. Complete all remaining items on the check sheet after off loading is complete. The check sheet will be filed with the certificate of analysis. 5.0 Procedure: 5.1 Sample the tank truck to ensure that it meets raw material specifications for MEOH. Compare the analysis and the certificate of analysis to the raw material specifications book located in the lab. (if ttie sample and/or certificate of analysis do not meet specification, contact the area engineer and/or production supervisor) 5.1.1 If the MEOH is non-conforming, refer to the non-conforming product procedure for handling and disposition instructions. The Controlled Document Resides In File: 34MEOH.doc DO A 059376 CONFTDFNTTAL. 5.2 Ground the tank truck after spotting at the appropriate storage/run tank. 5.3 Connect a nitrogen hose to the 3/4* valve on top of the tank truck. 5.4 Connect a 2* flex hose to the outlet valve on the tank truck to the 2" flange on the DV-104 dike wall. Make sure there is a spool with a bleed valve between the block valve and flex hose before off loading begins. 5.5 Obtain a start reading from the board operator. 5.6 Pressure up the tank truck to about 35 psig. 5.7 Open the valve to DV-104 first and the tank truck last. 5.8 When nitrogen starts blowing through the truck and hose, block the valve at the storage/run vessel first, then block the valve at the tank truck. 5.9 Open the bleed on the flex hose to release pressure and/or any liquid in the hose. Catch any liquid bled from hose in a bucket and dump into the blow back pot at DV-114. 5.10 Bleed the nitrogen pressure off of the tank truck. 5.11 Disconnect the flex hose and store in proper place. 5.12 Obtain a stop reading from the board operator. 5.13 Complete all housekeeping prior to leaving the area. 6.0 Revisions: Date Printed: April 18, 1998 Page 2 Of 2 Paper Copies Of This Document Are Uncontrolled & Not Subject To Update.
