Sanborn visited the Topsail Secondary Recovery, LLC oil and gas facility located at latitude 35.769148 and longitude -95.793435 near Beggs, Oklahoma on 12/03/2019 for an unannounced inspection. There were no representatives of Topsail Secondary Recovery, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Bald Hill Dutcher Sand Unit. Section II - OBSERVATIONS I observed fluids seeping out the southeast corner of the secondary containment berms during the inspection. I saw that there was some surface damage that indicated flow towards a small nearby creek. The brine pump was running during the inspection, but the operational status of the pump was unknown. Section III - AREAS OF CONCERN I observed that the secondary containment was inadequate and leaked fluids towards the nearby creek from the base of the berms. There was some surface damage from that flow. Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA SPCC program.
