Thompson A meeting was held in Burlington on January 18, 1977 to discuss the proposed Plot Plan and anticipated utility requirements for EPA compliance. Attending the meeting were the following: P. Scarito N, Quist R. Cole R. Richards W. Heal J. Sandstedt E. Schwartz P. Scheiner 1. The meeting began with a review of the Overall Schematic Flowsheet for Burlington EPA compliance (ESR-1015, DWG #, SK-2). P. Scheiner stated that the flowsheet could change pending the results of Process Design review and Plant Process Engineering tests. 2. The proposed plot arrangement for EPA facilities was reviewed (ESR-1015, DWG No. SK-1). General approval resulted from this review. Agreement was reached on the proposal to locate the new Water Stripper Feed Tank and Filter in the Suspension area so that Blend Tank No. 7 could be eliminated from.waste water service. 3. N. Quist pointed out that a suitable accessway between the Plastisol Building and the EPA area would be required for crane access. Project Engineering is to review the access requirements. 4. Manufacturing personnel disagreed with the philosophy of locating the new facilities such as the Carbon Plant, Recovery System and Water Stripper outdoors. It was agreed to locate the Carbon Plant Skid, Recovery Compressors and some Water Stripper equipment in an area to be enclosed. 5. The present plant steam balance was reviewed. Agreement could not be reached on the present quantity of available steam. P. Scheiner claimed that 10,000 LBS/hr were available while N. Quist claimed this figure was overly optimistic. COLORXTE 018089 6. The steam savings to be realized as a result of the energy savings program were reviewed. P. Scheiner claimed that 14,000 LBS/hr would be saved on a severely cold day as a result of the energy savings program. P. Scarito stated that the company was committed to proceed with the following phases of the program: Boiler Economizers, Insulation of Steam Lines, Condensate Return System and Steam Trap Program. 7. Based on the Energy Savings Program, Phil Scarito acknowledged that sufficient steam would be available for either the EPA Program (approximately 10,000 LBS/hi) or Rhone Poulenc Project (additional peak loading of 9000 LBS/hr). Agreement could not be reached on whether sufficient steam would be available for both programs sim ultaneously. 8. N. Quist stated that additional comfort heat would be required in the Plant. P. Scheiner presented data taken around the plant that indicated the need for additional heat was not widespread but only in a few areas. 9. The proposed electrical system was discussed. It was acknowledged by P. Scarito that the "spare" 1000 KVA transformer located in the plant could be utilized for the EPA Project. -- 10. Plans for cooling water were discussed. The present plans call for use of the Cooling Tower with a new pump and piping loop for winter service. The overflow from the Cooling Tower will be utilized in the summertime. J. P.
