Bill King, Vinyl A Operator was coating down from the second floor recovery area and saw the relief valve lift and burp liquid VCM to the atmosphere, setting off the MSA deluge system. He then radioed Harold Sanders in the control room who -noted that the reading on the level indicator had dropped to rexm (it had frozen and given a false reading). He immediately shut the transfer system down. Bill King left the area immediately going into the wind and away from the release, thus no one was exposed to the release. f The one lifting and resetting of the relief valve is the only known release for a rough tine estimate of S to 10 seconds.
