EPA inspector met with company representative Richie Honeycutt at the facility prior to beginning the inspection. The inspection was a follow-up to the initial EPA spill inspection conducted on 11/23/2024 (NRC#1417846). The inspection was conducted under the authority of the Clean Water Act (CWA) to ensure compliance with Environmental Protection Agency (EPA) regulations and to assess cleanup progress. A company representative was present but did not participate during the inspection. Bureau of Indian Affairs (BIA) inspector Dallas Nave and landowner/tenant representative Brody Wallis were present and participated during the inspection. There was no other federal, state, or local agency representative present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection at the John P Long, Jr, Tall Chief lease. The facility consisted of the Tall Chief tank battery and connected flowlines/wells. Section II - OBSERVATIONS I observed a TDS field reading of 2,047 mg/L at the Point of Entry (POE) into the unnamed tributary of Buck Creek. This was significantly improved over the initial spill inspection conducted 11/23/2024. See photo No. 1 of Appendix 1 (photo log). For additional GPS location and photo metadata, see Appendix 1. Moving downstream, I observed a TDS field reading of 13,521 mg/L. See photo No. 2. This was the highest TDS level observed during the inspection and was the primary area of concern observed during the inspection. The operator representative agreed to immediately remove the impacted water from this location with the vacuum truck that was working to clean up the spill. At the lowermost road crossing, I observed a TDS field reading of 2,529 mg/L. See photo No. 3. This was the location of the lowermost, temporary containment dam which has been placed after the initial spill inspection. The dam was properly constructed and sufficient to prevent downstream migration of impacted waters. I observed a TDS field reading of 371.8 mg/L, see photo No. 4. This was observed at the location where the end of spill impacted were observed during the initial spill inspection. TDS levels at the location had returned to background at the time of the inspection. 2 Section III - AREAS OF CONCERN John P Long, Jr / Tall Chief Lease (OKU002211) Inspection Date 12/04/2024 The primary areas of concern were the elevated TDS readings along the impacted section of the unnamed tributary of Buck Creek and the overland flowpath between the release point and the POE. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls and site visits until the impacted waterway is returned background TDS levels.
