It narked a quarter century of cooperative effort to protect and improve the position of the lead Indus try in the over-all econcny. Being a vertical organization of producers and consumers/ It has been able to attack many problems without fear of following a course that would be detrimental to axqr segment, of the industry. Through de pression, war and readjustment, problems have naturally been many, but the size and strength of the Association today attests to the successful manner in which most of these problems have been met, the cooperative spirit of the membership, and useAilness of tbs Association to the In* dastry and consuming public. This also may be a fitting time to reflect on the experience gained In the past and to contemplate how that experience may be put to best use In the future. Performance of the lead market since the war has dec'-nstrated that the world may have e productive capacity for lead beyond its ability to consume without stockpiling. Is the industry taking full advantage of this situation to expand the market* for lead and its products? For maty years the Association haa conducted modest programs to increase the use of certain lead products, particularly In paint, plumbing and chp.leal construction. Sons of this work has met with notable success. But has it been enough? Tbe new use of lead compounds in porcelain enamels for aluminum indicates a possible field, the ceramic industry, in which greeter effort might bring breeder markets for lead products. Growth of the nuclear field and intensive efforts of com petitive shielding material manufactures to displace lead In all kinds cf radiation protection may offer another area for greater effort*. These are merely examples of possible opportunities that cay not be fully exploited now. While Individual members are already spending large amounts of money in research for new products and uses, nevertheless it 1s generally conceded that the metal Industries as a wfcols spend less per tallar ef sales on research than do, for example, the chemical industries. I am proud of the loyal and capable staff the Associ ation boasts, David X. Borclna, Mrs. Alice Mayer and Miss Helene Karbaeh have completed twenty or more years of service* with your Secretary haring completed twenty-five years last month. The least that can bo said is that there has rarely been a dull moment. And no report would be complete with out a word about the cooperative spirit of the membership and thanks to the officers and directors for tho time and wisdom they have contributed to the guidance of association affairs* MfM3RSHIP There were several changes in membership during the year, mostly occasioned by changes in ownership of companies or plants. Kew mes^era included The Murdock Lead Products Co., Dallas, Texas, and The C. A. AvrU Co., Cincinnati, Ohio, which acquired the plants formerly operated by the Ragle -- Hcher Co. in those citlss. Allied Smelting Corp. rf Milwaukee also became a member. Park Utah Consolidated Mines Co. and Silver King Coalition Mines Co,, both of Salt Lake City, and both formerly members, were merged into United Park City Mines Co., which became a member. Chief Consolidated Mixing Co. resigned because cf the depressed lead market and the need to conserve its resources. Federal Mining A Smelting Co. was completely absorbed ty American Smelting A Refining Co. and its separate membership was thus discontinued. Tbs membership row consists of 62 regular and ^ associate members. MI3CET1/H33U3 SERVICES This section rf the aeeretarya report is placed near the begin ning instead of being relegated to a catch-all at the end, because it la believed that its Importance in consumption of staff time, value to the industry, and saving and service to Berbers may be underestimated. By correspondence, telephone and personal visit the Association is literally deluged daily with requests fer help in connection with lead. These come from newspapers, magazines aid authors cf kooks who want to verify facts or get additional information for articles dealing with lead. They come from schools, colleges and industrial or trade groups who want educational or ether information for their students or members. They come from govern ment agencies who want both economic and technical assistance, and from banks, brokers and advertising agencies. Consulting engineers asked fr type of lead plate to ba used for supporting hinges for concrete structure. 3. A leading university asked for basic physical data cn lead they were unable to find in "Metals Handbook" cr other standard works. It. A leading business publication and a leading tzv> paper aaked for information on lead-acid and nlckel-catalum batteries for use in articles on the subject. 5. The Department of the Any asked for complete data on nonsparking lead floors for explosives plants to be Included in e manual. 6. Two different architects and one member asked for data on lead-asbestos anti-vibration pads for taiildlng foundations. 7* The house organ of a large wholesaler of lead product! asked for material for a general story on the lead industry. * 9. A painting contractor asked for specific information on the relative merits of different metal-protective paints. 9. A member asked for assistance in reconciling the various statistics availabls on lead consumption and production. 1C. A misleading error about th: trend of lead prices was de tected in a leading business magatlne and corrected. These are but ten moager examples, received within a period of a few days, of the inquiries which occupy a vast amount of staff tins from day to day. Without the Association, either such Inquiries in maiy cases would go unanswered to the detriment of the use of lead or the time of member companies, duplicated many times, would ba consumed In answering them. Statistics Ho change was made In the statistical services of the Association during the year. We have continued to cooperate with oti*r statistic gather ing agencies, such as the American Bureau of Metal Statistics and the 0, 3. Bureau of Mines to avoid duplication and to try to iron out inconsistencies that appear in the various sorles of figures. The secretary again prepared the introductory suseary to the lead section of the A.P.H.S. Te&rbook. Mary requests from both members and non-members for assistance in statistical studies of the lead industries were handled during the year. A request the U. 3. Va., including the ladies 1a the social affairs* Total attendance was about 135, two-thirds being aten* Business sessions were patterned after previous Beatings and covered com prehensively the production and consumption problems of the industry* Members generally agreed that the meeting was highly successful and fit tingly marked the occasion. LOADING AND PtCKAOIBO The sub-conrdttee dealing with this problem net during the As sociation's annual meeting and considered several suggestions for re designed lead pigs. Subsequently individual members experimented in th field with some of theso designs. At the year-end this work waa still in progress and no ultimate solution bad as yet been found. Bulletins and Publications Although published in 1952, the Association's book, "Lead in Modern Industry," continues to enjoy an active demand. Tho original print order wan 7,500 copies. Of these, about 60C complimentary copies have been provided members and good friends of the Association and about 3,000 have beon sold at il.50 for individual copies and $1.00 for quanti ties of tea or more, something less than actual cost. Illustrative cf the continued demand is the fact that about 1,300 copies were sold in 1953. Only two issues of "Lead" wero again published in 1953 aa ia 1952. These went to about 35,000 users and prospective users of lead such as architects, engineers, contructlon companies, chemical concerns, sheet metal contractors, city engineers and others. It continues to create wide Interest In lead and publication of each Issue is followed by voluminous correspondence with readers. Eight Information Bulletins and three Dsfenso Bulletins wars circulated to members during the year. Publications of the Uivisions are not mentioned here but ere Included under the report on each Division. Regular liaison la maintained with all those agencies which are users, potential users or specifiers of lead or have anything to do with lead in research or in any other way. This includes most federal government departments and agencies. The secretary serves on several com mittees, such as (1) Industry or Government Advisory Committee on Schedule B Revision, Bureau of Census] and (2) the Advisory Council on federal De ports, Standard Industrial Classification Code, Committees on Primary > -, Metal Industries and on Mining. : Miscellaneous Meetings The Association was represented by invitation at the Mid-Century Conference en Resources for the Future sponsored by the ford foundation. The l'->ortanre of this work li tremendous in preventing jdue discrimination ag jjat letd. 1. Childhood lead poisoning continues to be our major "headache" and source of adverse publicity. Threats of poison labeling regulations for lead paints have come from health authorities in Res lork, Chicago and some other cities. Vs are working with the Paint Association to coebet these mores with the outcome promising, but still in doubt. 2. The research on childhood plumblsa at Johns-Hopkins, supported by our grant of $10,000 was completed la October and a report is expected momentarily. A statement, 'Lead Poisoning In Infants and Children," was presented at a conference on Home Accident Prevention at the Uni versity of Michigan. 5. ftver 2,100 people, mainly physicians, visited cur exhibits on childhood plumbiso at the annual meetings of the American Medical As sociation and the American Public Health Association. 6. A cnonlttoe of tho American Standards Association, In which both this Association and the Faint Association are well represented, has been formed to establish standards for-"safe* labeling of paint for child ren's toys and furniture. 7. Thors here been no important new developments in industrial lead poisoning, although sporadic reports of cases nre received. The American Medical Association is planning a session on this subject at its 1952* annual meeting. 8. "c* EDTA,* mentioned in last year's report, continues to justify earlier hepos as a treatment for lead poisoning and has been accepted by the Foci and Drug Administration far intravenous injection. A major amount cf time has been dovoted to following and promoting this development. 9. Our investigation, including over IS*' analyses of water from red-lead-paintod tanks* has enabled us to stop publication of a paper somewhat unfavorable to red leal and secure a promise of revision. 10. A study >f fume generation from welding end cutting of painted steel initiated at tho behest of a neither company is under way at Harvard and the Bostcc Naval Shipyard, with no report available yet. 11. Our efforts tc promote adequate laboratory services to aid in diagnosis of lead poisoning ore bearing fruit, vdth moro nr less adequate services new available in Baltimore, Poston, Cincinnati, Cleve land, Chicago, Denver, Mew lork, Salt lake City and Seattle. 12. Attendance at many national and regional neotings of health ergariiations has kept us lr. eloso touch with ihe medical profession and health authorities. 13. Adverse publicity at tho rate of 30 to 10 newspaper items per month has appeared or. the effects of load on children, adults, live stock and wildfowl. Hiorover pesaiblo these have been followed up with a view to correcting misconceptions and misstatements, often with gratlQring results. Our crhlbit of load wiping at tho annual convention ef tho National Association cf Plumbing Contractors created unusual interest with groups of 20 to 25 delegates at a time watching their colleagues try their skill. 6. Numerous requests from architects and engineers for assistance on plans fer c hemic cl laboratory piping installations led to preparation of a preliminary draft of specifications for such installations. This draft has boon submitted tc interested mombors for comment and it is ex pected that tho specifications can bo published shortly. 7. Our soldoring Subcommittee of tho American Voiding Society Comcittoo on Brazing and Soldering mot several times during the year and oonsidorublo progress has boon mndo toward preparation of thj Solder ing handbook to bo published by tho Kolding Society. 8. Because of tho growing importance of radiation protection much tine was spont on gathering material on tho possibilities and use ef load for this purpose and articles are in {reparation for suitable publications. 19. Field work on load baae octal protoctivo paints was continued with industiy, tho military forces and other public agoneloa. Spoclal emphasis was placed on tho adaptability of now rod load base paint formu lations dovelepod by tho Association for an increasing variety of appli cations and oxposuru conditions. 2. Cooperative work with tho Navy has coctinuod fruitful. Zn tho final report of tho work on bottom paints two rod load baso paints wore soloctod as best among 37 paints, end patch testa woro initiated on a destroyer bottom. The cooperative tosts with the Philadelphia Naval Shipyard are atill in progross with results to date clearly indicating superiority of rod load ever sine chromate paints for continuous or intermittent im mersion. 3. A Military specification covering Navy Formula 116 (a red load base primer containing Li lb. of rod load par gallon) was issued. This paint is now usod almost exclusively for top-side maintonance primer by tho Navy. Another Military Specification was lssuod for a dark shade of the samo paint for contrast in multiple coat systems. Li. Under tho section of this report on "tygieno" mention is made rf a Navy - L.I.A. project in Boston cn fumes from welding loadpaintod stool. It was hoped that a favorable roport from this project would ostabllsh Navy Formula 116 as a shop primer for steel and thus greatly extend tho use of red load. Tho project is not yet complete. 5. Our technical diructor sorvod ae secretary of tho Govern ment Advisory Committed on Chromato Pigments sponsored by tho Amy Corps of ^igineors.
