Nl eville - Burns k Van Kirk The meeting was called to order by the Chairman, Mr* James A* Main* The minutes of the meeting of the Council held on February 17* 1970 were submitted for approval. Mr. Main jtateci a correction should be made to the last paragraph on pige 3* The sentence reading "Whereas the current 19&9 standards are 9 million particles per cubic foot. . .should be corrected to read. "Whereas current 1969 standards are 12 fibers/ml i of 5 microns in length (as counted by the mem brane filter method at 430X magnification) or 2 1 million particles per cubic foot (os counted by j the standard impInger method) proposed (ACQXH) limits are' 5 fibVml determined by the membrane filter method." The minutes as corrected, were approved. Mr. Main presented the Financial Statement for the period Pebruary 17, 1970 through May 19, 1970. Mr. Zimmerman reported for the Environmental Control Committee that there were no reported results at present of the stud; the health of cement workers- in the New Orleans area, being contacted by Tulane University. Mr. Kipp reported for the Legislation Committee. He requested that the Chairman ask Bradley Walls to serve as its liaison with the Council. He suggested that Mr. Weill > receive material fromtmembers of the Legislation Committee ano reproduce such materials.and in turn, distribute them to all members of the Legislation Committee end include these materials for the _____ ' -3- agenda of t-he next Council meeting, Hr. Main said that he would Speak to Hr. Wallt. Mr. Main summarized the Council's actions regarding the publication of lta proposed brochure on Recommend*1 Practices for Fabricating, Handling and Applying Asbestos cement1 Products in the fiuiiding and construction xnoustries. ! He said that as revised, the pamphlet was apbrovad by representatives from Csrtain-toed, Flinthote, CAF, Jonns-Manvillo and National Oypstsn, and that votes were deferred by representstives of Supradur and U.S. Qypsum. Their votes and the votes of Cement Asbestos Produots Co. and Philip Carey were bought by special letter. Mr, Main said that he had received the approval of Cement Asbestos Products Co. and that he was Infoxvtsd ay Philip Carey that the company was giving up its asbestos prodact line and, therefore, would not be participating in activities ihe Counoil. Following discussion of four proposed ami - - to the motion to adopt the brochure, Mr. Schwarz proposed; that t*o amen*4 '"uvts to that motion be voted upon. j The proposed amendments were: 1. T6 amend paragraph 1 on page 3. of the brochurp by adding the phrase at the end of that paragraph: "...where dust is created " 2. To amennd paragraph 3 on page 3 by adding after the first sentence of that paragraph, the sentence: "The handling and installation of solid pieces of asbestos cement products do not normally , present a health risk unless sawing, drilling , or other machining of the produot-ls required." The first amendment was approved by all members voting in favor of the resolution, with OAF voting against, fhe Chair man determined that, in accord with the results of the;ballot, the brochure would be so amended.
