Enclosed is a copy of revised Health and Safety Standards for F ed eral Supply C ontracts under the W alsh-H ealey Public Contracts Act and the p ress re le ase issued by Labor S ecretary W irtz at the tim e of publication of the proposals in the FEDERAL REGISTER. The revised standards parallel the re g u la tio n s published in the F E D E R A L R EG ISTER Ju ly 10, 1968 applicable to co n tracts covered by the S ervice C ontract A ct of 1965.
This continuing effort within the D epartm ent of Labor
to adopt uniform regulations covering a ll F e d e ra l statu tes which

include safety features was predicted at a m eeting of the Council's
Safety Com m ittee with B ureau of Labor Standards staff last July.
It was disclosed at that tim e that the W alsh-H ealey regulations
w ere up for review to m ake them correspond m o re closely to the
new Service Contract Act regulations.
The proposed revised W alsh-H ealey Health and.Safety Standards deal with such m a tte rs as occupational noise exposure; radiation exposure; exposure to harm ful gases; vapor fum es; dusts and m ists; m aterials handling; safety guards on m achines; com pressed gases; welding; traffic safety; and reco rd keeping.
Our reaction is that these revised rules should receive
m ost careful scrutiny by shipyard staff to ensure that this op
a
portunity for review by in d u stry w ill not be lost. F o r instance,

According to the notice, a hearing has been scheduled on the proposed revision fo r N ovem ber 6 at 1:00 P. M. in Room 2 l6 B of th e L a b o r D e p artm en t Building in W ashington, D. C. To assu re proper Council participation and preparation for this hearing, we would greatly appreciate any prom pt com m ent you m a y have on the pending rev isio n so that a position p a p er can be drafted by the Safety C om m ittee for subm ission by the Council.
