Stanley - Manager, Truck Transportation (CDD) Summary Chemicals and Plastics safety and health relationships to three groups of con tractors were determined in line with control capabilities,- Chemicals and Plastics has most direct control over owred/leased facilities design and people employed by Chemicals and Plastics, with less control over contractor employees who operate these facilities. Contractors have most control over their people and facilities and less control over Chemicals and Plastics facilities design. The roles and communication needs arc depicted in Attachment I. Guidelines for communications to contractors and necessary review or audit to assure effectiveness arc provided in Attachment II. These arc specified for the three groups of contractors. Recommendations liic need for safety and health communications to Distribution contractors has been defined as seen by the Ad Hoc Committee. Now it is necessary to have further input as to management commitment, resources available, and legal obligat ion prior to preparation of detailed guidelines, procedures, and other tools for i mpj cincn t ri t i on. A meeting of the committee members with the sponsoring group is recommended to provide further direction and coordination with SHARE overall policy toward contractors - 2. Development of a resource for safety and health information on all Chemicals and Plastics products, intermediates, and raw materials is also recommended for use by Distribution in Support of communications to contractors handling this complete range of materials.
