Lincoln, Odessa, Texas. Air monitoring was conducted to establish prevalent fiber levels in the building. The procedure used to evaluate the air samples collected is an established procedure developed by NIOSH. PROCEDURES Prevalent level air monitoring was performed in accordance with procedures contained in the National Institute for Occupational Safety and Health's (NIOSH) "Manual of Analytical Methods, Third Edition, Method No. 7400", and recommendations contained in "Guidance for Controlling Asbestos-Containing Materials in Buildings", EPA 560/585-024, June, 1985. The analyses were performed by Phase Contrast Microscopy (PCM). Prevalent Level air samples were obtained by means of high flow sample pumps equipped with a critical orifice to control air flow rate. Samples were collected on open faced cassettes containing 25 millimeter (mm) diameter cellulose ester membrane filters equipped with extension cowls. The high flow rate samplers (10 liters per minute) were utilized to enable a large volume of air to be sampled within the designated sample period, thus yielding a lower reliable quantitation limit. The pump/filter arrangement enabled SwL to achieve a Reliable Quantitation Limit of 0.005 fibers per cubic centimeter of air sampled. "Aggressive Sampling" (as contained in the aforementioned E?A Guidance document) was not utilized during this test program, however, normal air flow from air conditioning units was not restricted. The sampling protocol followed was designed to test at least 502 of the building (ie: one-half of the total number of floors). In addition, air samples were collected in areas where previous abatement had occurred or potentially damaged ACM was located. &Jd ilbft T68I 0S6 :QN 131 1W. The air samples obtained and the blank filters were submitted to SwL's accredited laboratory in Dallas, Texas, for analysis utilizing Phase Contrast Microscopy (PCM) at 400 X magnification by an analyst who has completed the NIOSH (582) training course for evaluation of airborne asbestos dust. SwL participates in the Proficiency Analytical Testing (PAT) program for airborne asbestos by PCM, sponsored by NIOSH. The PCM technique (utilizing NIOSH methods) does not distinguish asbestos fibers from other fibrous particulate (ie. fiberglass, cellulose). RESULTS Prevalent level air monitoring results are shown on the attached reports. Initial analysis of sample SWB-14 (15th floor air handler room) yielded results greater than 0,01 fibers/cubic centimeter. This area and the office area which is serviced by this air handler, were resampled on 3-4-91. All of the samples collected on 3-4-91 yielded results below 0.01 fibers/cubic centimeter. The reason for the initial, aberrantly high value (SWB-14) was found to be the result of a technician sampling error, The sampling cassette fell to the floor in the 15th floor air handler room during sample collection. Asbestos debris was noted (and confirmed by PLM analysis) in the specific area where the sample cassette had fallen. This debris originated from thermal insulation on a chill water pipe. The fiber count for this sample was therefore biased due to fiber contamination from the debris on the floor. This sample was not representative of prevalent level fiber concentrations on the 15th floor office area or air handler room. LIMITATIONS The prevalent level asbestos results are representative of their respective sampling period only, and there Is no guarantee that the levels will not change with time and building use.
