Sanborn visited the Petco Petroleum Corporation oil and gas facility located near Drumright, Oklahoma on 01/27/2020 for an unannounced inspection. There were no representatives of Petco Petroleum Corporation present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility has a tank battery and is known as the Jemm Richards Lease. Section II - OBSERVATIONS This inspection was conducted in response to a reported and observed recent oil spill to a nearby creek under highway 33. With a calibrated YSI Pro 30 conductivity meter, I observed slightly elevated levels of Total Dissolved Solids (TDS) in the creek that measured 2,100 milligrams per liter (mg/L). I observed oil pads and booms in place along the creek to assist in the cleanup of the oil spill. I observed residual oil and oil sheen in the creek during the inspection. An EPA on-scene coordinator from R6 was in the process of monitoring the cleanup actions being conducted, according to the operator. The salt water facility secondary containment pit had recently been pumped out prior to the inspection. Section III - AREAS OF CONCERN Clean up activities were underway to address an oil spill that had contaminated soil and water within the area, including the creek, near the spill point of discharge.
