Section I - Introduction
PURPOSE OF THE INSPECTION
EPA Region 6 inspectors, Michael Williams arrived at Foremark Performance Chemicals Inc. at 11:28 am on May 17, 2018 for an unannounced inspection. I met with Mike Bocksnick, Environmental Manager. I presented my credentials to Mr. Bocksnick and informed him that this was an EPA lead inspection to determine compliance with the Clean Water Act. The scope of the inspection was with permit TX0122335 and facility operations and maintenance under the Clean Water Act.
The information presented in this report is based on the materials and information supplied by the Formark Performance Chemicals Inc. representatives (the permittee), observations made during the inspection and records and reports maintained by the permittee.
FACILITY DESCRIPTION
Foremark Performance Chemicals Inc. formally known as D.B. Western is located at 12511 Strang Road, La Porte, Texas. The plant is a formaldehyde producer. The formaldehyde is produced through a methanol process which includes the dehydrogenation of methanol by catalytic oxidation. Formaldehyde is the main constituent for manufacturing valuable chemicals like melamine, urea and phenolic resins. The plant has been in operation since 2001. The company name change occurred June 2017 after being acquired by a private investment group.
Wastewater is generated from filter blowdown, boiler blowdown, coiling tower blowdown and process contact storm water. This wastewater is sent and stored in outfall tanks. The wastewater is adjusted for pH as needed and discharged to outfall 001. The domestic wastewater is not commingled and treated onsite with the septic system. The in-process wastewater is recycled in a closed loop system.
Section II- Observations
This inspection revealed the following observations:
Lab - On the day of the inspection, the facility is permitted to report or use zero for the parameter Cyanide if the result is at or below the established MQL in their permit of .010 mg/L. Any parameter without a MQL is required to report detection limit or actual result above detection limit.
