Public Comment Period is scheduled for Friday, May 2, from 6:45 to 8:15 p.m. in Room F-l and F-2 at the Pensacola Civic Center. 2. To ensure that all communities are heard from during the Public Comment Period, the planning committee will rotate the community presentations, allowing a maximum of two people per community to speak back-to-back. After all communites have been heard, presentations will be received on a FIRST-COME-FIRST-SERVED basis. 3. Those wishing to offer public comments MUST SIGN UP at the registration table just outside Rooms F-l and F2. 4. Each speaker is allowed only one five-minute period within the public comment period on May 2. In order to ensure that as many potential speakers as possible can be accommodated, the podium will be equipped with a timing light to help each speaker be aware of the time remaining for his or her remarks. The timing light will work as follows: The speaker begins The green light means the speaker has 2 minutes remaining. The yellow light means the speaker has 1 minute remaining. The red light means the speaker's 5-minute time period has expired. 5. U.S. EPA-Region 4 Community Development Institute U.S. EPA, Superfund U.S. EPA, Superfund CATE, Pensacola, FL U.S. EPA, OSWER RELOCATION ROUNDTABLE MEETING LOGISTICS Computer Support at the Meeting Suzanne Wells (U.S. EPA-Superfund) opened the teleconference with a discussion on the logistics for the Relocation Roundtable meeting. She explained that EPA will bring four laptop computers to the meeting and the Civic Center will provide a laser printer. She then asked the planning committee if anyone will need access to a modem, noting that the costs for a modem line will be $100 per day. The planning committee thought that modem access was not important, so no plans for a modem line will be made. Name Badges Next, Ms. Wells informed the planning committee that name badges will be made for all participants and asked the committee for their thoughts on whether planning committee members' badges should be different so that they will be easily identifiable by all attendees. Charles Lee (United Church of Christ Commission on Racial Justice) said that he wanted all participants, including planning committee members, to have the same badges so everyone was treated equally. Room Set-Up Ms. Wells noted that the room will be set-up in a U-shape, with the open end of the "U" faced toward the audio-visual equipment and screen. The 15 community members, 5 relocation experts, and 5 planning committee members, all who are receiving invitation travel, will sit at the "U". She noted that all EPA representatives, other stakeholders (such as Joel Hirshhom and Selena Mandy) and "walk-ins" will sit in the perimeter seats. Mr. Lee said that Tim Fields, Assistant Administrator for OSWER, and Stan Meiburg, Deputy Regional Administrator for Region 4, should sit at the roundtable. EPA said that they will make these arrangements. After some discussion, it was decided that the U-shape will be turned around so that the open-end of the "U" faces the other participants and all Roundtable participants' faces can be seen. Participants Ms. Wells referred everyone to the one-page Meeting Logistics sheet, which was faxed to all planning committee members along with the conference call agenda. She noted that the Roundtable meeting will be a public meeting and that everyone in attendance, including any "walk-ins," will be able to participate in the discussions. However, based on previous planning committee discussions, the focus during the plenary sessions will be on the Roundtable participants' discussion. All other participants' comments during the plenary sessions will be taken on an "as time permits" basis by Omowale Satterwhite (Community Development Institute) and Mr. Lee. All participants will be given equal opportunity to participate during the break-out groups. Mr. Satterwhite noted that he and Mr. Lee will meet sometime during the next week to discuss their plans for facilitating and coordinating during the plenary sessions. Mr. Lee asked if anyone from the Monsanto Company is attending the meeting. Ms. Wells said that she has made a few calls to Michael Pierle (Monsanto Co.), but has not yet received a return phone call. Ms. Wells will follow-up with Mr. Pierle today to see if she can get confirmation on attendance by a Monsanto representative. Break-Out Groups Mr. Satterwhite asked if EPA was going to pre-assign participants to the break-out groups. EPA noted that they will work with Mr. Lee to develop a draft list of the break-out group assignments to be discussed during next week's conference call. * Ms. Wells noted that on the last call, it was decided that the planning committee members attending the Roundtable meeting [Charles Lee, Jos6 Bravo (Southwest Network for Environmental and Economic Justice), Michael Lythcott, Connie Tucker (Southern Organizing Committee), Margaret Williams (CATE-Pensacola, FL), and Grover Hankins (Thurgood Marshall School of Law)) will facilitate the break-out sessions. However, Ms. Wells noted her concern that Mr. Hankins and Ms. Tucker have not been able to participate on the past few calls and might not be "up to speed" on the planning committee's plans for the Roundtable meeting. Because of this, she suggested that, they get together on a separate conference call before the meeting to discuss their plans for facilitating the break-out groups. Mr. Lythcott said he has spoken with Ms. Tucker and Mr. Hankins and that they are well-informed of the meeting plans. Mr. Bravo suggested that they meet in Pensacola on Thursday evening after the site tour to discuss their facilitation plans. Mr. Lythcott noted that each break-out group discussion is preceded by a plenary session discussion that may surface issues, except for the Living on the Fenceline session. He said that a general discussion needs to come before the Living on the Fenceline discussion in order to make it a more productive session. Mr. Satterwhite said that a short general discussion could come before the break. Mr. Lythcott noted that he might be able to highlight some issues during his case study presentation that could be used during the Living on the Fenceline break-out discussions. Mr. Satterwhite asked whether EPA intends to pre-assign the community presentations during the Sharing Our Stories sessions. Ms. Williams and Mr. Lee noted that today was the first time they had heard that the agenda included an 8:00 p.m. Open Discussion on Friday evening, noting that this is too late to get ample participation from community members. Ms. Williams said that the attendees who will be participating earlier are unlikely to return after dinner and that other people may find this time to be too late to come and make comments on behalf of their community. After some discussion, it was concluded that there is not enough time in the agenda to accommodate the open discussion earlier in the day. Therefore, the planning committee decided to invert the dinner time with the Open Discussion. Some people noted that this will make dinner too late. In response to this concern, it was decided that the Open Discussion be reduced to an hour and a half and begin after the tlosing Session on Friday, which ends at 6:30. Edie Findeis (EMS) agreed to find out if the Civic Center has a snack bar or vending machines that participants could buy a snack from before the Open Discussion begins. She will report back to the planning committee on the next conference dall. Lunch Because there are few restaurants located within close walking distance to the Civic Center, EPA informed the planning committee that they plan to have box lunches prepared by the Catering staff at the Civic Center. However, the Caterers need to have a final guarantee of the number of box lunches to prepare 72 hours prior to the meeting. Therefore, EPA plans to send a memo to all participants asking them to RSVP by April 26 on whether they would like to have lunch at the Civic Center. Mr. Lee stated his concern that many "walk-in" participants may not be offered lunch. He said he understands that EPA can not pay for the lunches, but wants to ensure that as many people as possible are provided the opportunity to have lunch at the Civic Center ahead of time.. EMS noted that the Grand Hotel, which is only a ten-minute walk from the Civic Center, has a buffet lunch for a very reasonable price and that the walk-ins will probably have cars, which will enable theiji to have lunch off-site and get back to the Civic Center in time for the next discussion. Other Issues ' Michael Lythcott (Lythcott Co., Ltd.) informed the planning committee that he thought the discussion after the break-out groups was only to be used for brainstorming; not for developing recommendations. The group agreed that there will not be time to develop recommendations, with the current schedule and that the last session on Saturday, Developing Recommendations to NEJAC, will be the only time on the agenda when recommendations will be developed. Gershon Bergeisen (U.S. EPA, Superfund) asked if the planning committee had decided on any break-out topics. Mr. Satterwhite noted that he has not yet received a final list of themes for: the break-out groups. Lythcott noted that after the Living on the Fenceline discussion, the break-out groups will discuss family, health, social, and economic impacts. However, the guide questions for the facilitators still need to be developed. After the Factors the Trigger a Relocation discussion, the break-out groups will discuss issues such as impacts that trigger a relocation and when to conduct a relocation prior to the onset of remediation activities; however, the themes and guide questions still need to be developed for this discussion. Rebuilding the Future: A Guide to Sustainable Redevelopment for Disaster-Affected Communities-, and the five case studies. Ms. Ting noted that a press release from EPA Headquarters announcing the Relocation Roufcdtable meeting will be issued on Friday, April 19. Mr. Lythcott noted that he was able to access the Relocation Roundtable announcement on EPA's Home page on the internet. He said that he was very impressed with the home page layout and the contents of the announcement. EPA suggested taking a taxi to the sites. The Escambia Site is located at 3910 N. Halafax Street; the Agrico Chemical Company Site is located at the N.W. comer of Fairfield and 1-110. UPDATE ON THE CASE STUDIES Edie Findeis (EMS) informed the planning committee that the case studies for Ralph Gray, Koppers, and Escambia are complete and have been sent to all interviewees. Dow Chemical will be completed on Friday, April 18, and RSR will be completed early next week. Mr. Lythcott asked to receive preliminary copies of all five case studies so that he could begin preparing his discussion on the case studies. Mr. Lee asked to receive preliminary copies as well. Mr. Bravo asked to review RSR before it is finalized. PREPAREDNESS Ms. Wells informed the planning committee that EPA has learned from the Regional office and through some letters that have been faxed to EPA that three communities, including the Ag Street Landfill community and the RSR Smelter community, are organizing protests at the Pensacola Civic Center against the relocation decisions at their sites. She also noted that Joel Hirshhom sent a memo to EPA announcing that the Relocation Roundtable is the kick-off event for making the Escambia community a national relocation story. Ms. Wells then asked the planning committee for ways to deal with these protests and the disturbances these protests may cause. Mr. Lee said that the planning committee should ensure that the protesters are informed that the Relocation Roundtable meeting is an effort to complement the protesters' efforts. Mr. Lythcott said that the planning committee needs to understand the gials of the protesters before figuring out how to address them. He suggested that the Environmental Justice networks try to inform protesters prior to the meeting about opportunities at the meeting when they can speak about their sites and relay their concerns. He added that the pre-meeting packages could also be sent to these protesters. Mr. Lythcott said that EPA should consider contacting the local news organizations in Pensapola to inform them about the meeting and the possibility of community protests at the Civic Center. STLCOPCB4033392 Mr. Bergeisen suggested that EPA be prepared to meet with any protesters during the meeting in one of the break-out groups so that the plenary session will not be disrupted. Jan Young (U.S. EPA, OSWER) said that other people, such as planning committee members and stakeholders, also should be involved in these discussions with the protesters. She added that the protesters need to understand that the EPA representatives present at the meeting may not be the appropriate people to handle their concerns. However, they need to be assured that these EPA representatives will forward their issues and concerns to the appropriate EPA officials. 1 Ms. Williams noted that each community should be given the opportunity to speak during ttye Open Discussion, but that only one spokesperson should be allowed to speak. Ms. Wells noted that this had been discussed on last week's call and it was decided that a maximum of two community members will be allowed to speak on behalf of one community. Mr. Lee said that when participant's register for the open microphone session, EPA needs to ensure that they get the name of the participant, the community from which they represent, a contact person for their community, and a list of their specific issues. | NEXT CONFERENCE CALL The next planning committee conference call will be held on Thursday, April 18, 1996.
