Dear Mr. Smith: In the course cf our follow-up with the Bureau of Federal Supply, i t eras learned that our o rig in al d raft pro posal together with certain changes has been coordinated with some of the members of the Federal Teak Group. However, in discussing the d e ta ils cf the d ra ft with one c f the members, i t wte learned that a l l of the recommended changes which we submitted by le tte r in Kay of th is year were net included in the p articu la r ccpy. A fter discussing the matter with Mr. Thomason, we agreed to furnish; a s u ffic ie n t number of copies of the com p le te ly revised d ra ft tc ensure that consideration i s given to a l l of our recommendations One cf the major changes in the enclosed draft is contained in Paragraph 2, wherein applicable ASTM S p e c ific a tions have been substituted for Commercial Standard CSiSi-45. As you r i l l r e c a ll we objected tc CS121-45 because c f i t s id e n tity with in d u stria l mineral wool requirements. The only point that may a ffe c t th is change is that the "Federal Outline c f Form, fo r S p e c ific a tio n s '' atates that most governmental and nongovernmental sp e cifica tio n s other than fed eral s p e c ific a tions should not be referenced in fed eral product sp e c ific a tio n s . Quoting from the Outline the "reasons fo r lim itin g the use f both governmental, ether than fed eral sp e cific a tio n s and non governmental sp e cific a tio n s and p ublications are as fe llo w s:  - USffK e20099 -2 - .
