Otto This is in reference to Paul Hodges'memo of 9/2*1/73, Paul Heisler's memo of 10/8/73, Jim Savage's memo of 10/11/73 and the monthly y PCB control report. We will step up the PCB sampling program { with the objective of determining what is required to reduce the PCB losses entering the Sauget Village WTP to less than 0.21b/day. The plan is: 1. Determine the amount leaving the WGK Plant in the 2*}" and 30" sewers. 2. Cross check the individual source losses by means of samples taken further, downstream. 3. Ealance these quantities with each other and the amounts entering the WTP. < 4. Make changes as needed in sample points and/or sample frequency to account for the imbalance. Details: \ .. A. 3 more samplers will be installed at points 2A, IB and 2B....^.~ B. 'All samplers will be the "Flip-Flop" type which sample intermittently at high velocity. These have been found by earlier studies to obtain samples most nearly representative of the stream. However it is recognized that phase separation and surface phenomena affect the sample and further improvement in sampling methods may be needed. C. The three additional samples will be composited over the sajme time period as the four samples presently collected. D. The sample taken at point 2A will represent the area surrounding the manufacturing departments before any other known source enters the sewer. The amount found should therefore equal that obtained at the .department. b. The amount found at 2B will crosscheck the losses from : the Incinerator. c. The amount found at IB will include the amount passing 2B plus anything coming from the repair track. Any discrepancies in these results will indicate the next place to look. C. F.
