MINUTES . of the LEAD PROGRAM REVIEW COMMITTEE : 1970 MEETING November 4-5, 1970
Jn accordance with the notice of October 8, 1970, the Meeting Of the Lead Program Review Committee of^ the International Lead Zinc Research Organization, Inc., a New York Membership Corporation, was held at the Engineers Club, 32 WestlOth Street, New York, New York starting at 9:30 a.m. on November 4, 1970 and continuing through 12:30 p.m. on November 5, 1970. Election of Officers
Upon motion duly made and seconded, it was unanimously:
RESOLVED, That Charles DeArmond be hereby elected to Chairman of the Lead Program Review Committee.
Upon motion duly made and seconded, it was unanimously:
RESOLVED, That R. J. Testut be hereby elected to Vice Chairman of the Lead Program Review Committee.

Approval of Minutes
Upon motion duly made and seconded, it was unanimously:
RESOLVED, That the minutes of the Lead Program Review held on October 7^8, 1969 be and they hereby are approved as circulated.
Subcommittee for Organolead Chemistry Appointed
After hearing extensive discussion related to the ILZRO organolead program and specifically project LC-18 Organolead Chemistry, the chairman appointed a subcommittee for organolead chemistry consisting of the following individuals:
Gardner L. Brown (Chairman) J. Darcey H. Sakurai J. R. Wellington
The subcommittee was given the responsibility of evaluating the marketing aspects of the overall ILZRO organolead program and of further identifying the market potential that the organolead chemicals represent. The subcom mittee is to report to the chairman of the Lead Program Review Committee (LPRC), work with the ILZRO staff and, when appropriate, report results to the LPRC by mail. The chairman asked that the subcommittee be prepared to report the results, of their evaluation to the LPRC at its next budget meet ing in the fall of 1971
Battery Subcommittee
The committee expressed concern about future battery research since project LE-84, Pastes and Grids for the Lead-Acid Battery, is sched uled for completion within the near future leaving the ILZRO research pro gram without a major battery research effort. In response to this concern, the chairman appointed'a battery subcommittee comprising the following individuals:

The subcommittee was given the responsibility of identifying future applica tions for the lead-acid battery, developing functional requirements for a lead-acid battery to meet these applications and to otherwise make recommenda tions that would influence future ILZRO battery research.

The ILZRO Staff was asked to review the over all funding of this project which is supported by LIA, LDA and ILZRO to determine if the fund ing is on an equitable bas is. If not the Staff is to take the necessary steps to correct any out of balance situation.

IMDESIGNATED RESEARCH AUTHORIZATION
In recommending an authorization of $50,000 for Undesignated Research Authoriza tion (URA) the committee recognized that insufficient cash reserves were availa ble should the URA be needed. The chairman reflected the hope of the committee that the Board of Directors find some way of increasing the cash reserves and thus make the necessary funding available in the event the URA must be used.
