Garrison Date August 17, 1979 Subject Scheduling of VCM Liftings As I indicated in our recent telephone conversations, multiple VCM liftings from Lake Charles should not be scheduled "back to back." In order for the plant to comply with the EPA VCM regulations, we must now direct the vents when clearing the loading lines before and after loading, sampling the vessels and adding hydroquinone through carbon adsorption beds. These beds must be brought to the plant, regenerated and returned to the dock area between liftings. Depending on several factors, this process can require 18-36 hours. From my viewpoint, back to back liftings make demurrage charges, as well as considerable maintenance overtime, an almost certainty and there fore should be avoided. It should also be pointed out that if break-through of the carbon beds is detected by the local gas chromatograph at the dock, loading activities requiring the beds will be halted until the beds can be regenerated.
