Our other joint cement plants have recently began a program of placing an asbestos caution label on their joint cement bags. In view of this, and the hang-up that developed in Memphis in our transition to asbestos free All Purpose, Mr. Lehnert has directed me to request your plant to also begin labeling the bags.
Each bag should be stamped on the front with the warning that I have enclosed. Since this is only a temporary measure, a rubber stamp the size of the enclosed warning will be sufficient.
We feel that the problem which occurred in Memphis is minor. However, it has slowed our progress. We are presently making minor inprovements on the formula. When we have finalized the formula revision, we would like to have you extend the shipment of the asbestos free All Purpose into additional markets.

Yesterday I received a copy of your June 1st letter to John Russell. There must be a misunderstanding somewhere.
On May 12th I addressed an urgent letter to you out received no word directly or indirectly in reply. In the interim between the time you could have received the letter and the one received yesterday, I frequently called both John Russell and Bill Hammer with this request, "Have you heard anything from Mr. Turner* but the answer was always, "No." I had pointed out to you the direction I was going to go unless stopped by your office, and
not having received any answer to my urgent request, I oroceeded in that direction on the assumption that my decision had your approval.
Your letter of May 11th, of which many received a copy, you authorized"complete engineering" without any description as to what you considered to be that* Now at this late date after the engineering is almost complete, you seem to suggest you naa ir. ...in., but.one drawing.
Actually there are ten drawings included in comolec*
%engineering, most of which are nearly 100 complete, but v.v. o
the ten represent what might be called "general arrangemer.
These two, due to a natural course of events, will be the la: ones to be completed as they will reflect all that has been dene to prove out the arrangements which would normally be usea in seeking approval of the agencies which will be involved. These iwt will be a true representation of the design.
You letter of June 1st came to me as a "shocker" is both John and I believed you really meant "complete engineering* when you said that. The time elapsing between your receiot of : May 12th letter and the one received yesterday, was beyond our control. Please be advised that when Earl Harvey has completed the overall layout drawing for the above subject, I would like for you to submit a copy of this drawing to the Akron Plant and myself for our comments and approval before Earl proceeds with the detail drawings. I want to be certain that the system, as proposed in Earl's letter to me dated May 12, 1973, is something we can "live with" before mak ing a commitment to the State of New York, Erie County and the O.S.H.A. people, so I would not want Earl to spend a great deal of effort and time completing the detail draw ings if we think there are changes that should be made to the basic system.
