Promoters claim that CO2 taxes can be revenue neutral, can be a huge new source of additional government revenues, and that the revenues can be returned as a dividend to consumers. It is also claimed that taxing emissions is a cost-effective way to lower those emissions, will create more jobs than are lost, and will even provide a boost to the economy.
