Since it has been obvious from the test results this past year that one blue fibre pur chase specification would not satisfactorily fit all four vendors, it was de cided to write a separate specification for each vendor. Thus it will penult of maintaining as tight a set of limits as possible for each vendor rather than relaxing the limits for all vendors to meet the specifications of Cape which are the most relaxed ae far as McNett screen is concerned. The specifications for Norca and &CB have the same limits as previous speci fications, there being no change in the values. The Australian specification, at their suggestion, shows limits of 69$ Mini mum for the Ih Mesh which is tighter than the 67$ Minimum now In effect. How ever, the -100 Mesh fines has been -relaxed from 20 to 25$ As shown on the plotted data, last year's shipments would fail the new limits but since Colonial has recommended these new values It Is hoped that they will raise the quality level to meet such specifications. In agreeing to their recommended limits, failure on their part to meet the limits in the future should warrant our ashing for compensation or corrective notion. The Cape specification, while far from 0*1* daaired specification, shows limits based on ths 1957 referee sample to which vs agreed for 1957* Their 1958 referee sample was of similar quality and they have recommended these limits. It should be noted, however, that they failed their own recommended of 55$ for tbs +14 Mash fibre approximately 52$ of the time.-..To meet the limit means that they will have to materially improve their quality. This is much desired. If they agree to the limits shown, which they recommend, then if the shipments fell to meet ths limits, ones again we feel that J-K is warranted In asking for a prloe adjustment pr other compensation or corrective action. We are asking Kr^lyons to taka up the proper proposed specification with each vendor, pointingoutparticularly the basis for acceptance of lots as la re flected by paragraphs 3 and 4. Bach lot should be judged for acceptance based on individual composite samples, not on the average of aevezal sample a nor on the yearly average.
