ENGINEERING DEPARTMENT CHARGES TO COST
Attached are tables showing actual and forecast Engineering Department Charges to Cost that we plan to issue to you monthly. Included in the costs are Engineering Work Requests (EWR's), Plans and Estimates (P&E's), and service charges. These service charges are
primarily associated with BM&I or Construction Division assistance in areas such as quality assurance and project closing accounting.
Year-to-date costs and forecasts from these tables may be used by sites for information for the Supplementary Information Sheet
now requested* for all EWR's and P&E's.
The addition of Petroleum Chemicals Division to C&P is only partially reflected in these numbers. Full correction will be made in
the next two months.
Actual costs were compiled from BM&I'S monthly report No.
DC-5572, "Engineering Department Study Cost and Service Charges." Site codes used for this report.have been recently revised to provide a better site split between Production and R&D. Data for 1982 were corrected based on the new site codes.
Costs shown in DC-5572 will differ from those on the monthly cost sheets because DC-5572 shows all P&E expense as it is incurred while the monthly cost sheets show only the cost portion of P&E's and often that portion is reported later than it is incurred* An average P&E collects 20-25% in capital charges and 75-80% in cost charges, but the ratio varies from one to another.
Forecast costs are those from the No. 1 Forecast. Because
the capital portion of P&E's is not included in the forecasts, the average forecast will be about 3%-low based on 1982 data. This error will vary from site to site. Year-to-date forecasts were calculated by assuming equal spending throughout the year.
