The rail yard is located downtown near to residences and small factories. The two VCM railcars were being coupled to a hopper car and during coupling the hopper car's coupling bypassed the monomer coupling, the head shield, and struck the body of the tank car. Chemtrec notified the shipper, OxyChem Deer Park who dispatched a technical expert and was joined by a second industry member B.F. Goodrich, Frank Sollman from Calvert City Kentucky. Both arrived at the scene approximately the same time 11 1/2 hours after the incident occurred. Oxy had an advisory from the Polymer plant on-sitc within one hour, Conrail had two contractors respond. It was evident in incident critiques, there was lack of material awareness effective response capability for VCM in that area, the Delaware Valley. Occidental established a Hazmat team in Pottstown to service the VCM emergencies in the Delaware Valley, The van and trailer arc shown touring one of the facilities. The four companies (Georgia Gulf, Formosa Plastics, B.F. Goodrich have produced six VCM 2 day Safety Awareness courses in 90, 91, and 92, for about 300 public and private students. Recognizing that incidents on the rail are an industry and national concern, the executive of the Vinyl Institute was taken to the Chemical Manufacturers Association and the formation of VCNei. 17 VCM railcars were involved in accidents in 91 and 92, all but one requiring transfer.
