UST System Description LM Clayton Airport (Facility) is an airport with fueling station located on the Fort Peck Reservation in Wolf Point, Montana. The fuel at this Facility is sold to the aviation public. The Environmental Protection Agency's Facility records indicate that the Facility has one jacketed steel underground storage tank (UST), which was installed in 1992. The UST is divided into two compartments, Tank 1 has a capacity of 8,000 gallons and is used to store aviation gasoline (LL100). Tank 2 is a 4,000-gallon compartment used to store diesel fuel. Facility piping is safe suction and constructed with doublewalled fiberglass reinforced plastic materials.
Inspection Narrative On August 26, 2025, the EPA conducted an inspection at LM Clayton Airport in Wolf Point, Montana. The EPA last inspected the Facility on May 18, 2022, and selected it for routine re-inspection. On August 5, 2025, the EPA contacted the Facility operator to schedule the inspection. A record of communication is included as Attachment A.

The EPA inspector arrived at the Facility at approximately 8:25 a.m. The EPA inspector introduced herself and presented inspector credentials. The Facility representative consented to the inspection. The EPA inspector conducted a physical inspection of the UST system as well as a review of Facility records. Photographs of records and UST system components taken during the inspection are in Attachment B.
Tank Leak Detection Tank leak detection consists of manual interstice monitoring. The facility representative provided 12 months of passing release detection monitoring for the UST.
Piping Leak Detection Piping is safe suction design; therefore, no release detection is required.
Cathodic Protection The UST and associated piping are constructed of a non-corrosive material, and therefore, cathodic protection testing is not required.
Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The spill buckets and overfill prevention devices were inspected/tested and passed on October 23, 2024. The records were not available on-site at the time of inspection but were emailed to the inspector on the same day (attachment C).
Periodic O&M Walkthrough Inspections Records of the monthly and annual walkthrough inspections for the last twelve months were available at the time of the inspection.
Operator Training Certificates for the Class A and B operator were present during the inspection. All employees are trained at the Class A and B operator level and qualify as Class C operators. The facility is unmanned, and a sign is posted for users directing what to do in case of emergency.
Financial Responsibility On-site records indicate that the Facility is enrolled in the Montana Petro Fund to meet the financial responsibility coverage requirements. The Facility has the required documentation for the state fund available onsite.
Physical Observations The EPA inspectors viewed the spill buckets, fill ports and observed the operator performing release detection. The spill buckets were clean, intact and functional. Flapper valves were present in each of the drop tubes. A piping transition sump was present and contained water below the level of the pipes. The sump is not used for release detection. The operator has to utilize measuring tape to perform the interstice monitoring due to a bend in the interstice access port. The tape is able to indicate the presence/absence of fluid; therefore, it is acceptable.
