In order to have a data base for operation under the permanent OSHA standard, the 8-hour personal monitoring results for the prior six months at the two PVC plants were summarized by category. The results are attached.
I ffnd nothing terribly surprising about the results* The job categories expected to be higher than the rest were, such as cleaners and recovery men, although not as mueh as might have been predicted. Maintenance was lower than might have been expected. There still are more than desirable in the "greeter than 5 ppm" group, a few of them quite high, and these occurred in all categories except "other" and Hma1ntenanceN at Escambia. This is an area that needs attention.
The Calvert results show somewhat higher overall exposures than at Escambia, having fewer In the "less than one," and more in the "1 to 5" ranges. This seems to be due to a higher sampling rate on two relatively low-exposure groups, supervisors and maintenance. The higher-exposed categories are not particularly different. These differences In sampling frequencies can be explained partially by the difference In job assignment methods at the two plants.
1 hope that this analysis will be useful to you in your exposure abatement program. A similar analysis will be prepared for the months Aprl1-September.

At your request, I have prepared a tabulation of the average monthly area monitoring results and the 8-hour TWA personal monitoring results for the two PVC plants over the past few months* I used the period covered by the last two dally average charts prepared by Calvert. These are attached (note the change In scale on the second chart).
The personal monitoring monitoring results show good correspondence between the two plants. Area averages are reported as higher at Escambia, but at this low level the difference probably reflects more the positioning of the sample points than It does a difference In emissions. Most of these averages show a slight general trend downwards, and are very much in line with those reported by other companies at the recent Vinyl Chloride Safety Association meeting. Higher exposures In colder weather are reported by several plants.
Both plants continue to work for lower emissions, but there are no more major projects to be completed except for the monomer recovery revisions at Calvert and the plant expansion at Escambia. Both plants are concentrating on continuing training of operators and supervisors, enforcement of regulations, and on optimizing the equipment on hand.
